Job Classification Title Applications Systems Manager I (NS) Position Number 60037874 Grade DT11 About Us The North Carolina Department of Health and Human Services (DHHS) is one of the largest, most complex agencies in the state, and has approximately 17,000 employees. It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence. Description of Work The primary purpose of this position is to provide cloud architecting solutions and implementations of complex systems within the organizational unit. The position will be expected to work with stakeholders, provide team leadership, provide analysis/programming/testing and support over one or more applications in a team environment to aid in developing deliverables, solving common problems, and providing successful automations. The role of this position may also include, but is not limited to: Cloud Platforms & Services- Understanding of cloud-native services including compute, storage, networking, serverless, containers, and managed databases.
- Knowledge of multi-cloud and hybrid cloud architecture strategies. Cloud Architecture & Design
- Knowledge of cloud architecture frameworks such as the AWS Well-Architected Framework and Microsoft Azure Well-Architected Framework.
- Understanding microservices, event-driven architecture, and distributed systems design.
- Knowledge of high availability, disaster recovery, and fault-tolerant system design. Infrastructure & Networking
- Knowledge of cloud networking concepts including VPCs, subnets, routing, load balancing, VPN, and private connectivity.
- Understanding of DNS, firewalls, and network security models. Security & Compliance
- Knowledge of cloud security principles including identity and access management (IAM), encryption, secrets management, and zero-trust architecture.
- Familiarity with compliance frameworks (SOC2, HIPAA, FedRAMP, PCI-DSS, etc.). DevOps & Automation
- Knowledge of Infrastructure as Code (IaC) tools such as Terraform, AWS CloudFormation, or Pulumi.
- Understanding of CI/CD pipelines using tools like Jenkins, GitHub Actions, or GitLab CI.

$91,600.00 - $160,299.00Recruitment Range:
