•Why does the job exist? The
IT PM-II
position is a member of the Children , Youth and Families IT Department. The
IT PM-II
is responsible for managing concurrent medium and large IT projects using industry standard disciplines and best practices, project phases, knowledge areas, and processes and gathering requirements for IT professional services request. The
IT PM-II
ensures compliance with Department of Information Technology (DoIT) IT requirements and State IT procurement rules as they relate to contracts, requests for proposals, sole sources and invitations to bid. The
IT PM-II
manages resources to ensure that the projects successfully meet the scope, budget and schedule objectives. How does it get done? Collaborate with project stakeholders and lead project initiation activities such as assess regulatory compliance requirements, define scope and performance measures, develop business case, and determine project approach. Collaborate with project team, lead project planning activities such as perform alternatives analysis and assess feasibility, refine scope and performance measures, finalize project approach, develop schedule, identify resource requirements, develop project budget, establish initial project team, and document project management plan. Lead and facilitate problem solving; defining the problem, performing root cause analysis, exploring options and solutions, understanding constraints, and recommending best solution based on data-driven analysis. Identify, adapt and implement the appropriate methodology and tools for specific projects and situations to deliver consistent, effective, and quality project results. Manage project execution e.g., budget, cost/schedule/performance, risks, reporting, issues, governance, resources, quality, scope, outcomes and results Participate actively in procurement-related activities. Lead project close-out activities e.g., transition, lessons learned, post-implementation review, archive Contribute to continuous quality improvement of internal systems and solution delivery processes. Mentor division staff/ business analysts responsible for managing small projects. Support upcoming projects/ new development tasks with the developers and manage the project team and update management with weekly and monthly reports. Minimum Qualification Bachelor's Degree in Computer Science, Management Information Systems (MIS), Business Administration, or Information Technology and four (4) years of experience in software development, project management, or systems analysis, with a minimum two (2) years of experience in the PM role. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience.
CAPM/PMI- ACP
certification may be substituted for one (1) year of experience. PMP/PgMP certification may be substituted for two (2) years of experience. Employment Requirements Must possess and maintain a valid Driver's License. Pre-employment background investigation is required and is conditional pending results. Working Conditions Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending, lifting and reaching may be required. Ability to complete assignments with a high level of accuracy within strict time constraints. Frequent use of office machine and equipment. Must be able to lift 25-30 lbs. Occasional travel may be required. Occasionally work extra hours on weekdays, weekends and holidays.
