The Senior IT Project Manager will: Concurrently plan, manage, and lead the execution of multiple projects across varying sizes, scopes, and levels of complexity at the program level; Demonstrate expertise in foundational project management disciplines, methodologies, and tools; Define, drive, and lead internal process improvement initiatives that span organizational and functional boundaries; Apply strong technical and programmatic domain knowledge to provide strategic planning, effective management, and informed oversight of project execution and outcomes; Monitor project progress, mitigate risks, and ensure successful delivery of program objectives and business results. How does it get done? The Senior IT Project Manager is responsible for: Leading procurement, contracting, and vendor management; Mentoring staff managing small projects; Managing vendor relations, problem solving, negotiating contracts, resolving conflicts, and building consensus; Reporting project status, progress, and budgets to leadership and governance. Coordinating across teams to manage change and ensure sustained business value; Selecting and applying appropriate software development methodologies and tools. Driving continuous improvement of internal systems and delivery processes; Developing procurement documents (RFPs, RFIs, RFQs), defining acceptance criteria, and managing vendor performance; Conducting portfolio management, including ROI analysis and prioritization; Leading department-level process improvement initiatives. Who are the customers? Health Care Authority (HCA) internal and external stakeholders, including HCA staff, management, and leadership teams; state agency contacts; and Federal and State organizations that interface with various projects and other State Agencies. Minimum Qualification Bachelor's Degree in Computer Science, Management Information Systems (MIS), Business Administration, or Information Technology and six (6) years of experience in software development, project management, or systems analysis, with a minimum two (2) years of experience in the PM role. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience.
CAPM/PMI-ACP
certification may be substituted for one (1) year of experience. PMP/PgMP certification may be substituted for two (2) years of experience. Employment Requirements Must possess and maintain a valid Driver's License. Must obtain a Defensive Driving Certificate. Working Conditions Work is performed in an office setting with exposure to Visual/Video Display terminal (VDT) and extensive personal computer and phone usage. Some travel may be required. Ability to lift up to 50 lbs. This position is required to respond to New Mexico Department of Health staff, and the New Mexico Department of Health Operation Center in an event of a disaster or emergency.
