IT Project Manager - Hudson Tunnel Project (OOJ - 46029) 140000-160000 / US Dollars / Annual Salary NPAworldwide Recruitment Network update Last updated: Jun/01/2026 Job Description We are currently seeking a dedicated and accomplished IT Project Manager, Software Administration for the Hudson Tunnel Project (HTP). This is a once in a lifetime opportunity to contribute to this landmark project that is poised to deliver transformative impacts across economic, transportation, and environmental sustainability. The busiest rail connection between New York, New Jersey, and the Northeast Corridor, the Hudson Tunnel Project will improve capacity, reliability, and resiliency of commuter and intercity rail transit serving 800,000 daily passengers from Washington, D.C. to New York and New England. This is a milestone project that is slated to receive nearly $12 billion in federal funding, the largest investment in a mass transit project in modern history. As the IT Project Manager, Software Administration you will lead software‑related IT projects, manage the lifecycle of more than 40 enterprise software tools, and strengthen the organization's cybersecurity and governance posture. This role blends project management, software administration, vendor coordination, and financial oversight. You will work closely with the Director of IT and cross‑functional teams to ensure software solutions are procured, implemented, maintained, and governed effectively. The ideal candidate excels at communication, thrives in a collaborative environment, and brings strong experience in software implementation, vendor management, and IT project delivery. You'll work closely with the Director of IT and cross‑functional partners to evaluate new tools, manage procurement workflows, coordinate contract renewals, track licensing, and ensure software solutions align with organizational, contractual, and cybersecurity standards. If you're detail‑oriented, process‑driven, and passionate about improving how organizations select and manage software, this role offers both impact and growth. What You'll Do Lead IT software projects from planning through implementation, ensuring alignment with organizational goals, timelines, and budgets. Administer the full lifecycle of project management and related software tools, including procurement, contracting, invoicing, licensing, and user administration. Coordinate IT Steering Committee activities, procurement authorizations (ARs), and cross‑departmental collaboration with procurement, legal, IT, and security teams. Conduct requirements gathering, vendor research, solution evaluations, and support onboarding of new software tools in compliance with cybersecurity and contractual standards. Maintain software inventories, contract terms, renewal schedules, license usage, and user access lists; validate and process vendor invoices. Provide reporting on software utilization, renewals, and cost trends while supporting budget planning and optimization efforts.
Qualifications:
What You Bring Associate's degree in IT, Computer Science, or related field; PMP or equivalent preferred. 5+ years of experience managing IT or software-related projects, including implementation, upgrades, and cybersecurity considerations. Strong understanding of project management methodologies (Agile, Waterfall) and the software development lifecycle (SDLC). Familiarity with SOC 2, ITIL, and NIST frameworks as they relate to software governance and vendor management. Proven ability to manage vendors, budgets, requirements gathering, and cross-functional communication in small to mid-sized organizations. Excellent analytical, problem-solving, and leadership skills with experience in risk management and stakeholder engagement.
Preferred:
Public sector experience, cloud platform knowledge, cybersecurity tools experience, and prior work supporting
SOC 2/ITIL/NIST
controls.
