Senior Technical Project Manager

Description:
Information Technology Division (ITD) is seeking an experienced Senior Project Manager to lead and deliver complex IT projects involving multiple teams, parallel work streams, and accelerated delivery timelines. Reporting to the Program Manager, this role is accountable for the successful delivery and outcomes of assigned projects. The Senior Project Manager guides project teams through all phases for Project Management—Pre-Select, Initiation, Planning, Execution and Control, and Closeout—ensuring compliance with required processes and achievement of project goals.Responsibilities:
Serve as a hands-on senior technical project manager partnering with development teams, business leaders, enterprise architects, and technology owners to deliver complex multi-platform IT initiatives, including those leveraging emerging AI capabilities Direct and synchronize project tasks, resources, timelines, and stakeholder expectations across ITD leadership, technical teams, business units, and governance bodies Oversee vendor, consultant, and contractor performance, including contract coordination, procurement collaboration, and delivery oversight Maintain comprehensive project artifacts, budgets, schedules, risks, issues, metrics, and status reports, and deliver timely updates aligned with the communications plan Communicate complex technical concepts clearly to both technical and non-technical audiences, ensuring alignment across IT, security, business teams, and vendors Identify, assess, and mitigate technical, security, operational, and vendor-related risks across all project phases Ensure all project solutions adhere to agency architecture standards, security policies, best practices, and project management governance requirements Track and evaluate vendor and third-party deliverables using defined KPIs and SLAs to ensure quality, timeliness, and contractual compliance Manage project milestones, deliverables, change control, and release activities to ensure on-time, on-budget, and low-disruption deployments Coordinate planning and execution of testing activities, including test objectives, test plans, test cases, and acceptance criteria Support system and application training efforts to ensure smooth adoption, operational readiness, and effective knowledge transfer Provide senior-level guidance on system upgrades, cloud and infrastructure modernization, application migrations, and remediation of security or asset vulnerabilities Apply a strong understanding of infrastructure, databases, APIs, and application architectures to support planning, estimation, and technical decision-makingPreferred Skills/Knowledge/Experience:
Familiarity with Azure services, including Azure Migrate, Azure Site Recovery, and Azure Database Migration Service- 5 years desired Working knowledge of modern AI technologies (LLMs, agentic AI, automation platforms, and data-driven decision tools)

Required Skills/Knowledge/Experience:
Proven track record of successfully managing large-scale, complex IT projects- 5 years required Experience managing migration project budgets and schedules
- 5 years required Cloud concepts, including IaaS, PaaS, SaaS, and hybrid cloud environments
- 5 years required Automation experience including scripting (PowerShell, Azure CLI) and Infrastructure as Code (IaC)
- 5 years required DevOps principles and CI/CD pipeline experience
- 5 years required PMP, Agile, or Scrum certification or experience
- 5 years required Excellent verbal and written communication skills
- 5 years required Leadership experience guiding cross-functional teams and managing stakeholder expectations
- 5 years required Strong analytical and problem-solving skills to anticipate and mitigate risks
- 5 years required Ability to thrive in a fast-paced environment and manage multiple concurrent projects
