10+ years Role Summary The client is seeking a Technical Program Manager to lead and manage enterprise-wide IT initiatives with a business-driven, customer service-oriented approach. The TPM develops detailed project plans, coordinates cross-functional workstreams, and manages risk, change control, and release schedules in close collaboration with both IT and agency business stakeholders. This is a highly visible role operating within a matrix environment, requiring hands-on delivery across the full project lifecycle. Key Responsibilities Project Planning & Scheduling o Develop detailed project plans with milestones, tasks, and activities in collaboration with IT and business stakeholders; maintain ongoing release schedules with agency business leaders. Architecture & Dependency Management o Review architectural documents, manage system dependencies, and ensure proposed solutions are scalable and resilient. Risk, Change & Quality Management o Prepare and execute plans for quality control, risk management, change management, and testing; monitor workstream scope and manage change control processes. Stakeholder Reporting & Communication o Report project status and risks regularly to the Project Management team and stakeholders; prepare remediation plans and communicate resolution steps for open issues. Project Documentation o Develop and maintain reports that effectively monitor project status; prepare requirements documentation, status reports, and work breakdown structures per Commonwealth policies. Compliance & Governance o Adhere to Commonwealth project management methodology, quality assurance procedures, government security standards, and regulatory requirements throughout all engagements. Cross-functional Coordination o Orchestrate multiple concurrent project activities across teams to ensure adherence to project plans, goals, and delivery timelines.
Technical Skills SDLC Methodologies:
Agile, Waterfall (dual experience required)
