We support public-sector and enterprise clients with mission-critical technology solutions, system implementations, ITSM modernization, and managed platform services. We are seeking a highly organized and technically fluent Technical Project Manager / ITSM Program Manager to support a public-sector IT Service Management implementation involving Ivanti Neurons for ITSM, Cherwell migration, workflow modernization, platform governance, user acceptance testing, training, go-live support, and post-implementation stabilization. Position Summary The Technical Project Manager / ITSM Program Manager will lead the planning, coordination, governance, reporting, and execution oversight for a complex ITSM implementation. This role will serve as the primary coordination point between Binary-Code, the client, technical engineers, data migration resources, QA/UAT teams, trainers, and OEM/vendor support. The ideal candidate has strong experience managing ITSM implementations, public-sector technology projects, vendor coordination, milestone-based deliverables, change control, stakeholder communications, risk management, and client-facing project governance. This is not a basic project coordinator role. We need someone who can manage delivery pressure, protect scope, communicate clearly with executives and technical teams, and keep the project moving from kickoff through go-live. Key Responsibilities Lead day-to-day project management for an enterprise ITSM implementation. Manage project schedule, milestones, deliverables, dependencies, risks, issues, and action items. Coordinate technical workstreams including discovery, configuration, migration, testing, training, cutover, go-live, and post-go-live stabilization. Facilitate client meetings, status calls, steering committee updates, technical working sessions, and internal delivery reviews. Prepare and maintain project documentation including project plans, risk registers, issue logs, decision logs, status reports, meeting notes, and action trackers. Track phase acceptance criteria and ensure required deliverables are submitted for client review and sign-off. Support milestone-based invoicing by confirming deliverable completion and acceptance status. Coordinate with platform engineers, data migration specialists, QA/UAT analysts, training leads, and vendor/OEM representatives. Manage scope control and identify work that may require change orders. Monitor project risks related to client access, source data quality, infrastructure readiness, approvals, staffing, and schedule delays. Support UAT planning, defect tracking, remediation coordination, and acceptance documentation. Coordinate training schedules, knowledge transfer activities, and go-live readiness reviews. Provide clear, professional communication to client stakeholders and internal leadership. Ensure delivery aligns with contract requirements, project scope, timeline, and quality expectations. Hands-On Delivery Responsibilities This is a hands-on project leadership role. In addition to managing schedule, scope, risks, meetings, and stakeholder communications, the selected candidate will support implementation execution through workflow documentation, requirements traceability, UAT coordination, deliverable preparation, acceptance tracking, SOP development, go-live readiness, and post-go-live stabilization support. The candidate must be comfortable working directly with engineers, client stakeholders, vendor/OEM support teams, and internal leadership to move work forward. This role requires someone who can manage the project plan and also roll up their sleeves to produce documentation, track defects, organize technical inputs, prepare client-facing deliverables, and support implementation activities. Required Qualifications 5+ years of technical project management or IT program management experience. Experience managing ITSM, ITIL, help desk, service desk, asset management, or enterprise platform implementation projects. Strong understanding of ITSM processes such as Incident Management, Request Fulfillment, Change Management, Knowledge Management, Asset Management, CMDB, and Service Catalog. Experience managing vendor-supported software implementations. Ability to manage technical teams, client stakeholders, and third-party vendor relationships. Strong documentation, reporting, meeting facilitation, and executive communication skills. Experience with project schedules, RAID logs, status reports, milestone tracking, and deliverable acceptance. Ability to identify scope creep and escalate risks professionally. Proficiency with Microsoft Office, Teams, SharePoint, Excel, PowerPoint, and project management tools. Strong organizational skills and ability to manage multiple workstreams at once. Preferred Qualifications PMP certification. ITIL v4 Foundation or higher. Experience with Ivanti Neurons for ITSM, Cherwell, ServiceNow, Jira Service Management, BMC Remedy, or similar ITSM platforms. Experience with Cherwell-to-Ivanti migration or legacy ITSM modernization. Public-sector, state/local government, or federal contracting experience. Experience supporting milestone-based contracts, acceptance criteria, deliverables, and change order processes. Experience with UAT coordination, defect registers, cutover planning, and go-live readiness. Experience working with technical teams supporting SQL, Active Directory, SCCM, APIs, integrations, and reporting environments. Ideal Candidate Profile The ideal candidate is a calm, strategic, client-facing leader who understands both project governance and technical delivery. You are comfortable working with engineers, government stakeholders, executives, procurement teams, and vendor partners. You can translate technical issues into plain business language, keep teams accountable, and protect the project scope without creating unnecessary friction. You should be confident enough to lead meetings, organized enough to maintain tight documentation, and practical enough to solve problems before they become contract issues. Work Environment This role is expected to onsite for the full migration with occasional remote support as required by the client or project phase. Meetings may occur during standard Eastern Time business hours. Some critical project phases may require additional availability around cutover, go-live, or stabilization activities. Compensation Compensation will be based on experience, certifications, availability, and project fit. Pay:
