Job Description
JOB SUMMARY
Provides complex independent administrative and management support including clerical, secretarial, and digital services to facilitate the prompt, efficient and customer friendly functioning of the entire department.ESSENTIAL JOB FUNCTIONS
Oversee and manage with limited supervision the daily functions of the Engineering & Planning office to include the intake and processing and follow through completion, closeout and archiving of planning & zoning applications and all related administrative duties. Administer the MGO Planning & Zoning module and oversee the flow of permits throughout the review and approval process with intervention as necessary for timely outcomes. Provides assistance and information to the public and City of Texas City staff; screens telephone calls; communicates directly with citizens, Mayor and City Commissioners, staff members and others who contact the Engineering & Planning Department in person as well as by telephone. Intradepartmental support and operation and cross-training with the Building & Inspections department to provide a smooth and seamless experience for the public through the entire permitting process. Design and produce routine reports from the MGO permitting system and assist with tracking of departmental KPIs. Performs other duties as assigned.Qualifications:
MINIMUM REQUIREMENTS TO PERFORM WORK
High school graduate or equivalent; Three (3) years of municipal experience involving direct customer service and contact with the public. Satisfactory first level management experience demonstrating capacity to manage daily routines and activities of a multi-function office and professional environment. Post-secondary course study or experience in communicative skills, math, business, English, Accounting, Advanced Computer Skills, and administration satisfactory to the City Engineer and Chief Building Official. Five (5) years of progressively responsible experience in office management and administration, permitting, code enforcement or other administrative and management work ranging from routine to complex tasks and work assignments with limited supervision essential. Familiarity and experience with Municipal Planning & Zoning and the electronic and web-based processing of applications, plan reviews and building permitting. Certification in any municipal function or task demonstrating understanding of municipal functions and routines and interaction with other agencies and the public.KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the practices and principals of municipal government, public relations methods and techniques, and effective communication practices. Knowledge of administrative procedures in an office setting, and computerized and automated systems. Skill in professional interpersonal relationships. Skill in effective communication, both orally and in writing. Skill in the use of computers and software applications such as Microsoft Office and other related to the essential functions of the job. Skill in effective time management and resource utilization. Ability to work independently with minimal supervision. Ability to research, compile and summarize a variety of information and statistical data. Ability to work effectively with all levels of employees, management, and citizens. Ability to utilize effective time management techniques to organize and complete multiple tasks. Ability to research and analyze technical information for compilation and submission of detailed reports. Ability to self-start and work with limited supervision.PHYSICAL DEMANDS
The work is sedentary to light work which requires exerting up to 25 pounds of force occasionally and/or negligible amount of force frequently or constantly. Additionally, the following physical abilities are required: Must be able to sit for extended periods of time.WORK ENVIRONMENT
