Job Description

The Land Development Division provides technical review and oversight of land development applications, manages performance and erosion and sediment control bonds, maintains land development records, provides professional guidance to other County agencies related to land development, and provides exemplary customer service. The Records Manager plays a key role in the land development process in Loudoun County. This position is responsible for managing the records of a fast paced, dynamic department. The candidate must have the ability to oversee departmental records initiatives, to include but not limited to, efficient record retrieval and FOIA requests. Key responsibilities include but are not limited to:
- Serve as the department's FOIA Coordinator and custodian of records.
- Evaluate and process FOIA requests, and other official requests to determine releasable information, working closely with the Department of Building and Development Leadership and the County Administration FOIA Officer.
- Monitor costs, invoice and ensure timely payment of FOIA fees.
- Support process improvement initiatives related to document retrieval and response coordination.
- Prepare reports and statistics on records activity and FOIA compliance.
- Oversee department-wide records governance across Engineering. Land Development, Permits, Natural Resources, Code Enforcement, and Administration, ensuring consistent practices across divisions with different workflows and record types.
- Coordinate digitization of legacy records. Lead initiatives to scan and index paper records, including engineering plans and permit/development records, to improve retrieval, reduce physical storage, and preserve access.
- Manage records access for operations, audits, litigation support, and FOIA responses. Ensure records are organized for comprehensive, timely retrieval in compliance with Library of Virginia requirements and applicable regulations and policy.
- Coordinate with DIT and internal divisions on document management tools, file structures, naming conventions, indexing standards, and system-based retrieval practices.
- Develop and deliver training, standard operating procedures, and reference materials for staff on records handling, retention, digitization, retrieval, and FOIA practices.
