Job Description

Oversees the development, design, procurement and delivery of enterprise and business solutions to support departments and initiatives for the City of Olympia (City). Work involves collaborating with IT leadership on development of department and City-wide strategic plans, policies and procedures. Recruits, trains, assists with career development, and evaluates team members. Essential Functions Essential functions include but are not limit to: 1. Reviews and evaluates work methods and procedures; meets with management staff to identify and resolve problems. 2. Assesses and monitors workload; identifies opportunities for improvement and implements changes. 3. Selects, motivates, and evaluates personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline procedures per established policies, procedures, and executive guidance. 4. Oversees and participates in the development and administration of the departmental budget; approves the forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary. 5. Ensures that City enterprise and business applications are supported and maintained to ensure they meet the City's needs, are secure, and remain available for use by City staff. 6. Ensures adherence to and implementation of IT Service Management (ITSM) procedures and standards. 7. Leads team in planning, designing and implementing procedures to enhance access, ensure security and improve responsiveness of applications. 8. Makes critical decisions that impact the overall development, design and delivery of enterprise and business technology solutions and data that support City departments and initiatives. 9. Leads the development and implementation of project plans, goals, objectives, policies, priorities and governance models for the City's Enterprise and Business Application program. 10. Manages interlocal data sharing agreements and works with outside agencies and other departments on review, approval, execution and renewal; coordinates the fulfillment of compliance audit requirements for those agreements. 11. Collaborates with staff and City departments to assess business practices and requirements and evaluate available solutions. 12. Performs business analysis to identify department business needs; reviews business analysis results and researches potential technology solutions to meet department needs. 13. Performs vendor selection processes including request for proposal (RFP) creation, product evaluation, award, and contract negotiation and management. 14. Leads the design of data solutions for City-wide data repositories that take into consideration multi-department requirements, security and access. 15. Coordinates the development of data collection, input, security and modeling standards for Enterprise and Business Applications data, applications and solutions. 16. Actively participates with information services leadership in the development of strategic plans, policies and procedures. 17. May perform the work of other enterprise and business applications team staff as required. 18. Assesses, plans and implements best practice standards ensuring compliance with all regulatory and funding agencies; compiles and submits data for trend analysis and regulatory reporting. 19. Attends and participates in professional group meetings; stays current on new trends and best practices. 20. Punctual, regular, and reliable attendance is essential for successful job performance. Typical Qualifications Typical Qualifications Knowledge, Skills, and Abilities 1. Thorough knowledge of enterprise and business software applications procurement, implementation and management. 2. Thorough knowledge of government software applications in support of City services. 3. Thorough knowledge of business process analysis as it relates to software applications. 4. Thorough knowledge of project management principles, techniques and methodologies. 5. Thorough knowledge of the principles, practices, methodologies and techniques utilized to effectively manage and motivate a diverse workforce. 6. Skill in the administration of Microsoft 365 products, ERP systems and applicable department and organization specific software and ability to learn and become proficient in the use of other specialized software as may be required. 7. Skill in process development, strategic planning and work plan monitoring. 8. Ability to lead and motivate others to achieve goals. 9. Ability to formulate, initiate and administer policies and procedures for effective fiscal control. 10. Ability to effectively present information and technical advice to top management and relevant individuals. 11. Ability to prioritize work, meet deadlines and manage multiple projects simultaneously. 12. Ability to read, analyze and interpret program related laws and regulations and establish necessary work processes and procedures. 13. Ability to identify potential issues, modify processes and resolve conflict as the need arises. 14. Ability to establish and maintain effective working relationships with those interacted with during work regardless of race, color, religious creed, national origin, ancestry, sex, sexual orientation, gender identity, age, genetic information, disability, political affiliation, military service or diverse cultural and linguistic backgrounds. Experience/Education 1. High school diploma or GED and twelve (12) years of increasingly responsible experience in needs assessment, procurement, implementation, integration and management of enterprise and business solutions, including at least three (3) years of supervisory experience; 2. OR associate degree in computer science, software development, data management or a related field and ten (10) years of experience as listed above; 3. OR bachelor's degree in computer science, software development, data management or a related field and eight (8) years of experience as listed above; 4. OR master's degree in computer science, software development, data management or a related field and six (6) years of experience as listed above; OR a combination of experience, certification, education and training that demonstrates expertise in the related areas. Special Requirements 1. A valid Washington State driver's license may be required. 2. Information Technology Infrastructure Library (ITIL) certification or ability to acquire within six (6) months of hire is preferred.
