Job Description
Cumberland County is seeking a collaborative and forward-thinking Business Systems Supervisor to lead the development, maintenance, and enhancement of critical technology systems that support the Tax Administration Department. In this key leadership role, you will help ensure the efficient delivery of essential tax services while leveraging technology to improve processes, support compliance, and serve our community. The Business Systems Supervisor is responsible for overseeing and optimizing technology systems that support the administration of real and personal property taxes, assessments, billing, collections, and related departmental operations. This position ensures compliance with applicable federal, state, and local laws, and policies while promoting accuracy, efficiency, and continuous improvement. The successful candidate will work closely with department staff, County leadership, Information Technology Services, and external partners to implement innovative solutions, enhance system performance, and support the department's mission of providing exceptional service to Cumberland County residents and businesses. Develops, implements, and administers operational plans, policies, procedures, and strategic initiatives for departmental computer systems, communications systems, and service delivery programs to support organizational goals and objectives. Ensures departmental technology operations, systems, and processes comply with applicable federal, state, and local laws, regulations, policies, and industry standards. Consults with department personnel and stakeholders to identify business needs, evaluate system requirements, and recommend, develop, or implement system enhancements, modifications, and customized solutions. Analyzes existing business processes and technology workflows; identifies opportunities for improvement; and implements solutions to enhance operational efficiency, productivity, and service delivery. Develops and maintains programs, policies, and procedures for researching, analyzing, troubleshooting, and documenting computer systems, communications systems, software applications, reports, and operational processes. Coordinates technology-related projects and activities with department leadership, division managers, Information Technology Services staff, vendors, and other stakeholders to support system maintenance, upgrades, enhancements, and new technology initiatives. Serves as the primary departmental liaison for technology vendors, managing vendor relationships, coordinating services, and monitoring system performance and contractual deliverables. Monitors the functionality, performance, security, and operational requirements of departmental network, software, and business application systems; evaluates user needs and recommends appropriate training, upgrades, or system improvements. Identifies, documents, and reports issues related to network infrastructure, server operating systems, software applications, and hardware components to Information Technology Services or other appropriate personnel for resolution. Serves as the departmental security administrator for assigned systems, including managing user access, assigning permissions and passwords, maintaining security records, and supporting compliance with established security protocols and standards. Develops, updates, and communicates system procedures and operational changes; provides technical guidance, training, and support to staff regarding computer systems, software applications, and internal and external communications platforms. Collaborates with internal departments, external agencies, and technical personnel on specialized projects and operational activities related to property listing, billing, collections, revaluation, data management, and other departmental functions. Graduation from an accredited four-year college or university with a degree in computer science, information technology, or related field, and two (2) years of progressive work performing data systems development, modification, and validation, in the assigned department; some of which includes lead or supervisory duties, or an equivalent combination of education and experience. Employees must have completed the North Carolina Fundamentals of Property Tax Listing and Assessing course and obtain certification as a Real or Personal Property Appraiser.
Management Preference:
Experience with technology systems in the assigned department. Knowledge of the principles, practices, methods, and procedures applicable to the programs, services, and operations of the assigned department. Knowledge of applicable federal, state, and local laws, ordinances, regulations, standards, and policies governing the work performed and responsibilities of the position. Knowledge of network and mainframe application principles and practices, including analyzing user requirements, developing and implementing solutions, and providing technical support to end users. Knowledge of departmental terminology, technical concepts, and professional language relevant to assigned functions and responsibilities. Knowledge of advanced Microsoft Office applications, including the use of formulas, pivot tables, mail merge functions, data analysis tools, and related productivity features. Knowledge of electronic document management practices, including the creation, editing, importing, exporting, and maintenance of PDF and text-based files. Knowledge of geographic information systems (GIS), including experience utilizing ArcGIS and interpreting spatial and technical data to support operational and business needs. Skill in researching, analyzing, and interpreting technical information and applying appropriate solutions to meet organizational objectives and user requirements. Skill in managing, organizing, and maintaining data, records, reports, and electronic files with a high degree of accuracy and attention to detail. Ability to establish, maintain, and foster effective working relationships with employees, management, public officials, vendors, consultants, and other internal and external stakeholders. Ability to communicate effectively, both orally and in writing, with technical and non-technical audiences. Ability to supervise, train, mentor, and evaluate staff; delegate work assignments; and promote a productive, collaborative, and customer-focused work environment. Ability to exercise sound judgment, prioritize competing demands, and work effectively in a fast-paced and evolving environment. Ability to analyze complex problems, identify solutions, and implement effective processes and procedures to improve operational efficiency and service delivery.
