Duties Help These programs include but are not limited to the Airport Improvement Program (AIP), Passenger Facility Charge (PFC program, Nional Plan of Integred Airport Systems (NPIAS), Nional Environmental Policy Act (NEPA), and Part 150 Airport Noise Compibility program (NCP). The incumbent provides oversight and makes recommendions on its programs to the Division Manager and Deputy Division Manager. The incumbent provides direction to a diverse group of technical professionals, responsible for coordinion, oversight and support of planning, environmental and financial programs supporting airports in the nional airspace system encompassing 4 ADOs across eight (8) stes, Puerto Rico and U.S. Virgin Islands, comprising the ASO region. Responsible for long-range system planning to ensure future airport needs are met. This requires effective use of resources and consultion with ADO managers and other stakeholders. Manages the regional planning and programming effort, along with PFC review/approval. Provides oversight and evaluion of ADO program accomplishments in the areas of planning, environmental, and financial programs. Identifies problem areas and inities action to resolve issues as approprie. This includes providing guidance, technical assistance and oversight of all regulory requirements under FAA Order 5100.38, AIP, FAA Order 5090.5, NPIAS and ACIP; FAA Order 5020-1, Noise, FAA Order 5050.4, NEPA, FAA Order 5500.1, PFC program, along with Title 14 Code of Federal Regulion (CFR), Part 158 PFC legislion. Assists in determining program needs and makes recommendions for new or amended policies, orders, advisory circulars and procedures for optimizing airport safety, capacity, efficiency and environmental sustainability. Coordines and provides consultion with the highest levels of decision makers within the FAA, ste and local levels and with intergovernmental offices on complex technical, planning, environmental and financial issues th may involve political interest.Optional responsibilities:
Implements and oversees the Regional Safety Management System (SMS) program. This includes working with Regional Airports Division employees and ADOs to implement Office of Airports SMS program guidance as issued by Headquarters; ensuring subject mter experts on SRM panels as approprie; maintaining regional guidance to include training and nional coordinion of the SMS process; working with other FAA offices in the implemention of SMS Agency wide. Implements and oversees the Airports Geographic Informion Systems (AGIS) program. This includes working with Regional Airports Division employees and ADOs to implement Office of Airports Geographic Informion System guidance as issued by Headquarters; maintaining regional guidance to include training and nional coordinion of the Geographic Informion System projects; working with other FAA offices in the collection maintenance and disseminion of Airport Geographic Informion. Ensures compliance with Airport Improvement Program (AIP) grant assurances for all airports in the region. This includes working with ADOs, ste, city, and county airport stakeholders, and the public on compliance complaints and issues to facilite informal resolution. This also includes supporting Headquarters on the resolution of formal compliance complaints, technical review of all compliance guidance developed by Headquarters, supporting the ADOs to address any compliance issues th arise in the field and ensuring approprie land use inspections are performed. Implements and oversees the regional airspace evaluion program for airports. This includes working with regional office employees, ADOs and other airport safety stakeholders such as airport operors, air carriers, FAA offices, airport vendors, and consultants regarding airport design standards reling to the protection of airspace on airports.
