Job Description

JOB SUMMARY
This position is responsible for performing manual labor work involving construction, repair and maintenance of natural gas, water distribution, and sewer collection systems.
MAJOR DUTIES
Performs day-to-day activities related to service requests for disconnecting service due to non-payment, customer complaints, and other field-related requests. Investigates and assesses customer complaints and issues, coordinates with utility billing, service orders, and other issues related to metering services for utilities. Collects and provides customer usage data; performs "re-reads" and reconnects/disconnects service if necessary; maintains meter instrument histories. Reviews existing business practices and implements process improvements. Monitors AMI Enhanced Monitoring Program through tracking of meter data management system alerts related to orphans and no-read reports, trouble tickets, High/Low validation reports, communication failures, recurring errors, constant water consumption. Generates, monitors and reviews status of work orders and takes action to ensure close-out per requirements. Reads meters and collects data. Analyzes and resolves AMI Meter Data Management System issues. Resolves complex/problem situations and provides technical expertise. Recommends adjustments to correct errors or resolve escalated disputes. Manages performance of routine to complex and specialized AMI installation, maintenance, and repair work. Operates all related software and equipment; manage, monitor, analyze, troubleshoot, and ensure timely repairs of the AMI system, network, and associated equipment. Programs and maintains AMI metering system.

Establishes and implements ongoing training programs for staff to ensure continued competency regarding AMI technology. Determines types of meters and related material necessary to accurately record water and natural gas consumption, install, replace, wire and provide a variety of meters and metering equipment. Performs special tasks related to the AMI technology. Performs research and provides technical information as requested. Operates and maintains assigned vehicles; initiates daily safety and general vehicle appearance checks, cleans vehicle and schedules preventative maintenance service. Assists other city utilities service and maintenance crews with emergencies involving water, sewer and natural gas distribution system services. Performs other related duties as assigned.
KNOWLEDGE REQUIRED BY THE POSITION
Knowledge of the principles and practices of customer service. Knowledge of utility operations and/or job-related fields. Knowledge of computers and job-related software programs. Knowledge of modern office principles and practices. Knowledge of tools, materials, equipment, metering methods, practices used in connection with utility construction, maintenance, testing and repair of various utility meters. Skill in the operation of standard office equipment, including computers, telephones, and printers. Ability to read maps as well as utilize a global position system unit and the geographic information systems. Skill in oral and written communication.
SUPERVISORY CONTROLS
The Utility Billing Supervisor assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.

Guidelines include city and department policies and procedures. These guidelines are generally clear and specific, but may require some interpretation in application.
COMPLEXITY
The work consists of related advanced metering infrastructure duties. The volume of work and inclement weather conditions contribute to the complexity of the position.
SCOPE AND EFFECT
The purpose of this position is to manage the advanced metering infrastructure and customer response activities for the water and natural gas system. Successful performance contributes to the efficiency of department operations.

None.
MINIMUM QUALIFICATIONS
Ability to read, write and perform mathematical calculations at a level commonly associated with the completion of high school or equivalent. Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with having had a similar position for one to three years. Possession of a valid driver's license issued by the State of Georgia for the type of vehicle or equipment operated.
