Job Description
DHCD has an immediate opening for a full-time CDA Lending and Risk Analyst Sr. III (Rental and Community Service Administrator). This position serves as a Program Administrator for the Eastern Shore Regional Office in Cambridge, MD. The Rental and Community Services Administrator is responsible for the general administration, management and oversight of a range of rental assistance programs including the Housing Choice Voucher Program ("HCV"), Statewide Voucher Program, and Community Engagement activities on the Eastern Shore. Under the general supervision of the Community Development Administration, the Administrator is responsible for supporting the administration's mission by ensuring the Eastern Shore Regional Office programs comply with Federal/State/Local Regulations. LOCATION OF POSITION 411
Dorchester Avenue, Suite 202, Cambridge, MD 21613 POSITION DUTIES This position oversees a range of community relations, marketing, and communications activities, as well as ongoing program development, administration, management, and budgeting for the Maryland Department of Housing and Community Development (DHCD) Community Engagement Center (CEC) in Cambridge, Maryland. The Administrator will be the key on-site member of the Maryland DHCD team. The position furthers the Department's mission by assuring that the expansion of affordable housing opportunities for lower income citizens is maintained for the long term with the use of rental assistance. In addition, network with public and social service agencies to coordinate services offered to households to promote self-sufficiency. The applicant should be very knowledgeable in determinations of income eligibility, contract executions, HUD secure systems and the HUD regulations governing the Housing Choice Voucher Program. The applicant should be able to effectively communicate with tenants, landlords and program staff both orally and in writing.MINIMIUM QUALIFICATIONS
Education:
A Bachelor's degree in Finance, Business Administration, Public Policy, Public Administration, Social Work, Economics, Accounting or a related field from an accredited college or university.Experience:
At least Seven years of experience administering government funded rental assistance programs, professional financial/risk analysis experience, such as managing government programs, data analysts, examining and or analyzing financial statements, budgets, grant programs and reports (as applicable); and a minimum of three (3) years of supervisory experience.Notes:
1. A master's degree in Finance, Business Administration, Public Policy, Public Administration, Social work, Economics, Accounting or a related field from an accredited college or university may be substituted for two years of the required experience. 2. Candidates may substitute direct experience administering the Federal Housing Choice Voucher Program under Section 8 of the United States Housing Act of 1937 (42 U.S.C. § 1437f) on a year-for-year basis for the required education. 3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting or Loan Officer Classifications, or as a commissioned officer in business and industry classification or business and industry specialty codes in the housing management field of work on a year-for-year basis for the required experience and education.DESIRED OR PREFERRED QUALIFICATIONS
- Experience in affordable housing, including experience with HUD rental assistance programs, particularly the Housing Choice Voucher Program.
- Experience managing, evaluating, or auditing rental assistance programs.
- Experience coordinating community engagement/outreach.
- Experience and or knowledge of commercial, state or federal programs and tools related to rental assistance or housing finance.
- Experience and/or knowledge of local, state and federal policies and issues affecting affordable rental housing.
