The ideal candidate will support enterprise program management operations by facilitating Agile development activities and performing business analysis to enable delivery of mission-critical applications. The candidate will bridge stakeholders and development teams by translating business needs into actionable requirements, managing Agile processes, and ensuring efficient and effective delivery of solutions. The position drives continuous process improvement, improves alignment between stakeholders and developers, and ensures successful delivery of technology solutions.
ESSENTIAL FUNCTIONS
Facilitating Agile ceremonies, including sprint planning, daily standups, sprint reviews, and retrospectives. Serving as Scrum Master for development teams, promoting Agile principles and ensuring adherence to Scrum practices. Identifying and removing impediments to enable development teams to meet sprint goals and delivery timelines. Eliciting, documenting, and validating user stories, requirements, and use cases in collaboration with stakeholders. Translating business and user requirements into actionable tasks for development teams. Managing and maintaining product backlogs, supporting prioritization and refinement activities. Collaborating with product owners, subject matter experts, and developers to ensure alignment on requirements and delivery expectations. Supporting Agile planning and execution activities, ensuring transparency into progress, risks, and issues. Analyzing business processes and workflows to identify opportunities for improvement and optimization. Developing and maintaining documentation including requirements, user stories, and process flows. Supporting testing activities, including validation of functionality against requirements and user needs. Promoting continuous improvement through Agile best practices and lessons learned. Understanding the organizational policies and procedures for accuracy of solutions and deliverables to the client. Demonstrating a commitment to quality and customer support.
REQUIRED EDUCATION AND TRAINING
Bachelor's degree in Computer Science, Business Management, or a related field
MINIMUM EXPERIENCE AND SKILLS REQUIRED
Three or more years of experience as a Scrum Master or Business Analyst supporting application development projects Experience supporting .NET web application development or similar enterprise systems Strong knowledge of Agile and Scrum methodologies and frameworks Proven experience gathering, documenting, and managing requirements and user stories Experience working within a federal PMO or EPMO environment Strong facilitation, communication, and stakeholder engagement skills Strong analytical and problemsolving skills Experience using business analysis tools and Agile tracking tools (e.g., JIRA or similar) Ability to work effectively in a fastpaced, dynamic development environment Must have the ability to obtain the client's Public Trust clearance Proven familiarity with Artificial Intelligence (AI) concepts and responsible use of AIassisted tools Excellent written and verbal communication skills A highly motivated selfstarter Must be motivated and have excellent customer service skills

Experience supporting transportation, research, or technologyfocused federal programs Experience working with integrated portfolio management tools or systems Familiarity with DevOps or continuous integration/continuous delivery (CI/CD) environments Experience supporting user testing, application validation, or system implementation efforts Experience supporting largescale or multiteam Agile environments
