Project Overview:
The National Marine Fisheries Service, a bureau of the National Oceanic and Atmospheric Administration under the Department of Commerce, provides science-based stewardship of the nation s living marine resources and their habitat. The Alaska Region is one of five regional offices that together support marine resource management in all Federal waters. Alaska s fisheries contribute to $6.5 billion per year in economic output and provide more than 60% of the total United States seafood harvest.1 The Integrated Fisheries Application (IFA) is a new online centralized system developed by NOAA Fisheries' Alaska Region to manage fisheries permits and programs. IFA development is the Alaska Region s largest software development project and is currently mid-stream, with contractors having played a significant role in the design, development, and implementation of this effort in recent years. IFA seeks to consolidate multiple old local permitting software applications into a single cloud-based application, with the aim of modernizing the region s technological infrastructure, simplifying business processes, and holistically implementing the Alaska Region s nine catch share programs and its associated fisheries management business processes.
Job Responsibilities:
Develops and implements high level project architectures - specifications for platform configurations, subsystem specifications, protocols, and interfaces. Supports, develops, and implements evolution of existing systems into target architectures. Develop new and/or modify technical and application architecture for new or existing applications. Communicate both written and verbal programmatic requirements with stakeholders; Serve as development lead on multiple, concurrent web-based, database-driven, custom application development projects; Perform system requirements analysis, application design, development, testing and implementation; Develop applications based on user requirements including user interface, database development, and middle-tier application components; Provide support and guidance to the development teams during the design, development, and testing processes. Knowledge and experience with NOAA Fisheries and Alaska Fisheries. Knowledge and experience in using / architecting with: Docker containerization CI/CD tooling GIT Experience Kubernetes Terraform ArgoCD Java Python Javascript/REACT Business Intelligence Development Alaska Fisheries Data Processes Event Sourcing using AKKA Google Cloud Platform infrastructure
