Job Description

MDM Developer#26-10475 QUINCY, MA All On-site Job Description The Commonwealth's Health and Human Services organizations support programs and services that promote the health, safety, and well-being of residents across Massachusetts. The Master Data Management (MDM) team provides shared-service capabilities that support identity resolution, golden record generation, cross-system validation, and publication of trusted data for downstream operational and analytic use. The Commonwealth is seeking one or more highly skilled and dependable candidates to fill MDM Developer contract positions. These roles support a shared-service MDM environment serving health and human services programs with a strong emphasis on operational stability, maintainability, and delivery throughput. The ideal candidate is experienced in supporting enterprise applications or integration environments, enhancing existing services, and troubleshooting operational issues. In this role, you are comfortable working in a customized platform, learning established patterns quickly, and collaborating with business and technical stakeholders to deliver scope improvements that keep critical MDM services running. This role will be expected to support maintenance and enhancement of existing APIs and services, investigate production issues, contribute to downstream data publication patterns, and help reduce team dependency on a single lead developer. The role is intended to strengthen MDM engineering capacity while partnering effectively with analytics, reporting, and data management teams rather than absorbing all downstream data work.
DETAILED LIST OF JOB DUTIES AND RESPONSIBILTIES
  • Enhance and maintain existing MDM APIs, service components, integration points, and related support structures in a customized enterprise environment.
  • Implement scoped changes to endpoints, payloads, business rules, or service behavior in support of operational needs, fixes, and incremental improvements.
  • Troubleshoot production issues affecting jobs, interfaces, payloads, or downstream data movement; perform root-cause analysis and implement or support remediation.
  • Create, update, and maintain data objects or related structures used to publish trusted MDM outputs to downstream reporting or analytics environments.
  • Collaborate with business analysts, technical leads, and sister teams to clarify requirements, support issues
  • Document technical changes, troubleshooting steps, support patterns, and implementation assumptions to improve maintainability and reduce concentration of knowledge.
  • Participate in testing, deployment support, defect resolution, and operational follow-up for changes delivered to the MDM environment.
  • Follow established security, privacy, and data handling expectations for HIPAA-sensitive and otherwise regulated information.
  • Use approved AI-assisted development tools responsibly to accelerate debugging, code understanding, test preparation, and documentation while maintaining engineering review and accountability.
  • Support the operationalization and inheritance of new MDM-related capabilities delivered by internal or external implementation partners as needed.
EXPERIENCE AND EDUCATION
  • 2+ years of experience in software development, integration development, backend application support, or a similar technical role in an enterprise environment
  • Experience working with APIs, integration services, data-processing applications, or other backend service components.
  • Experience troubleshooting production issues, investigating operational failures, and supporting remediation in live environments.
  • Working knowledge of relational data concepts and SQL, including the ability to support downstream publication structures and practical data investigation.
  • Experience working with source control, structured development practices, and team-based delivery of application changes.
  • Experience working with highly sensitive healthcare or human services information and familiarity with HIPAA and other data privacy controls.
  • Ability to learn existing customized platforms quickly, take technical direction well, and contribute effectively within established patterns.
  • Strong communication skills and the ability to work with teams and independently in a high-demand support and delivery environment. Preferred experience/skills :
  • Experience with Master Data Management (MDM) platforms such as IBM InfoSphere MDM or similar master data tools.
  • Experience working in healthcare payer, provider, Medicaid, human services, or public-sector environments.
  • Experience with identity resolution, golden record, eligibility, encounter, member, provider, or other integration-heavy data domains.
  • Experience supporting custom API or service layers in legacy, hybrid, or heavily customized enterprise systems.
  • Familiarity with downstream cloud analytics ecosystems such as AWS, Snowflake, Tableau, or similar tools used for data publication and consumption.
  • Comfort using approved AI-assisted development practices to improve productivity, troubleshooting, and documentation quality
