The District Efficiency & Automation Manager is a senior technical role responsible for architecting, building, and maintaining a centralized enterprise data platform that enables data-driven operational efficiency across South Bend Community School Corporation (SBCSC), to identify significant operational efficiency and savings opportunities. The District Efficiency & Automation Manager is a high-impact, strategic role designed to modernize the operational infrastructure of SBCSC. With an annual operating budget of approximately $300 million and more than 20 schools under its jurisdiction, the District generates significant operational, financial, and facilities data across multiple independent systems. Currently, this information exists in fragmented systems and manual workflows, limiting the District's ability to systematically identify inefficiencies, cost-saving opportunities, fraud indicators, and process bottlenecks. The primary responsibility of this position is to design and implement a secure, scalable, and modern data platform that integrates data from financial systems, human resources systems, student information systems, vendor platforms, facilities and utility systems, and structured manual processes. Once integrated, the platform will enable advanced analytics, artificial intelligence (AI), and machine learning solutions to identify operational inefficiencies, optimize resource allocation, and support long-term fiscal stewardship. The Manager will apply advanced knowledge of computer science, software engineering principles, data architecture, distributed systems, automation systems & technology and operational efficiency initiatives to develop scalable solutions that modernize the District's operational infrastructure. This individual will lead a district-wide initiative to audit, document, and re-engineer administrative processes across schools and all central departments. By bridging the gap between traditional school administration and advanced data science, the Manager will identify systemic inefficiencies and implement scalable solutions through process improvement, AI integration, and in-house software development. Additionally, this role oversees district-wide energy management to optimize utility expenditures across all facilities.ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Process Engineering & Audit Conduct an exhaustive, district-wide audit of all administrative and operational workflows (Finance, HR, Operations, Instructional Support, and School-based administrative tasks). Map and document "as-is" processes where no formal written procedures exist, creating a centralized repository of Standard Operating Procedures (SOPs). Analyze workflows to identify bottlenecks, redundancies, and "process waste" to improve overall operational velocity. Evaluate administrative staffing structures to find opportunities for consolidation or role realignment through improved efficiency. 2. Enterprise Data Platform Architecture & Development Architect, design, and implement a district-wide enterprise data platform to centralize operational, financial, and facilities data. Design and develop data ingestion pipelines (ETL/ELT processes) to integrate structured and semi-structured data from disparate internal and external systems. Develop microservices-based architecture and secure APIs (e.g., REST/JSON RPC) to support scalable system integration. Design relational and NoSQL database schemas to support transactional, analytical, and time-series data workloads. Build and maintain distributed services using containerized application deployment technologies. Implement version control, testing frameworks, and secure software development lifecycle practices. Generate architecture documentation, system diagrams, and technical specifications to ensure maintainability and scalability. Maintain and enhance the platform through continuous improvement, performance optimization, and technical upgrades. 3. Data Integration & Systems Engineering Conduct systems analysis and requirements engineering across Finance, Human Resources, Operations, Instructional Support, and Facilities to model operational workflows as structured data entities. Design and implement connectors and integration services to pull data from vendor-managed systems, legacy applications, and manual processes. Where structured data collection does not exist, design technical specifications and standardized data capture frameworks to enable consistent ingestion into the centralized platform. Collaborate with internal IT to ensure secure network integration, access controls, and infrastructure compatibility (on-premises or hybrid environments). Ensure compliance with applicable public-sector data governance and security standards, including role-based access control, encryption, audit logging, and FERPA-aligned data protection practices. 4. Artificial Intelligence & Advanced Analytics Implementation Design and implement AI-driven and machine learning-based analytics solutions that operate on centralized operational data. Develop anomaly detection models to identify potential fraud, misuse of funds, abnormal spending patterns, or operational inefficiencies. Implement predictive analytics and optimization models to improve budgeting, staffing allocation analysis, workflow efficiency, and facilities resource utilization. Integrate large language model (LLM)-based tools or agentic AI systems to support document processing, reporting automation, and decision-support workflows. Apply advanced mathematical modeling, statistical analysis, and computational theory to solve complex operational challenges. 5. Energy & Facilities Data Systems Integration Design and implement automated ingestion pipelines for utility consumption data (electricity, gas, water) and facilities telemetry systems. Develop time-series data models and analytical tools to identify trends in energy usage and opportunities for cost reduction. Support data-driven optimization of HVAC, lighting, and building automation systems through structured data analytics. Provide technical analytics that assist leadership in evaluating capital improvements and sustainability initiatives. 6. Data Governance & Cross-Department Coordination (Administrative Authority in Support of Platform Integrity) Establish technical data standards and structured data submission requirements necessary to ensure integrity of the centralized data platform. Coordinate with department leaders to implement standardized operating procedures (SOPs) that enable consistent and reliable data collection. Provide technical guidance to ensure district systems and processes align with enterprise data architecture requirements. Recommend data-driven operational improvements based on analytical findings; implementation decisions remain with executive leadership. 7. Technical Leadership & Strategy Provide technical leadership in large-scale system enhancements and enterprise software initiatives. Evaluate emerging technologies and propose adoption where efficiencies or cost savings can be realized. Develop programming guidelines, documentation standards, and architectural consistency practices. Share system architecture formally and informally to ensure sustainable long-term platform maintenance. Perform other related professional responsibilities as needed in support of the District's modernization initiatives.EDUCATION AND EXPERIENCE
Education Master's degree or higher preferred in Computer Science, Software Engineering, Data Science, Engineering, or a closely related technical field. Experience Minimum of five (5) years of professional experience in software engineering, enterprise systems architecture, or large-scale data platform development. Demonstrated experience leading technical implementation of distributed systems or data-driven platform initiatives. Experience in public or government sector preferred. Experience in organizational process improvement strongly preferred.KNOWLEDGE AND ABILITIES

Proficiency with version control systems (e.g., Git). Advanced analytical and problem-solving skills grounded Ability to translate complex operational challenges into scalable technical solutions. Strong collaboration skills across technical and non-technical stakeholders.
