Please make sure that the suitable candidate has at least 90% of the skillset mentioned Position Overview The QA Lead will oversee quality assurance strategy, planning, and execution for largescale Health and Human Services (HHS) eligibility and benefits systems. This role requires deep functional knowledge of federal and state assistance programs including SNAP, TANF, Child Care Assistance (CC), and Child Support Enforcement (CSE) and hands on experience validating eligibility determination rules, benefit issuance workflows, and case management processes. The QA Lead will guide a team of testers, collaborate with business and technical stakeholders, and ensure delivery of high quality, compliant, and user centered solutions. Key Responsibilities Quality Assurance Leadership Lead the end to end QA lifecycle, including test strategy, planning, execution, and reporting. Define and enforce QA standards, processes, and best practices across functional, integration, regression, and UAT testing. Coordinate test activities across cross functional teams, vendors, and state agencies. Mentor and guide QA analysts, ensuring consistent test coverage and high quality deliverables. Program Expertise & Functional Validation Interpret and validate business rules for eligibility determination and benefit issuance for: SNAP (Supplemental Nutrition Assistance Program) TANF (Temporary Assistance for Needy Families) Child Care Assistance (CC) Child Support Enforcement (CSE) Ensure system logic aligns with federal and state regulations, policy updates, and program integrity requirements. Validate case workflows including intake, verification, redetermination, sanctions, overpayments, and appeals. Review and test benefit calculations, disbursement rules, and interfaces with financial systems. Test Design & Execution Develop detailed test plans, test cases, and traceability matrices aligned with requirements and policy rules. Perform functional, integration, end to end, and data validation testing. Validate complex eligibility rules engines, document generation, notices, and benefit issuance workflows. Oversee defect management, triage, and resolution in collaboration with development teams. Collaboration & Stakeholder Engagement Work closely with business analysts, policy experts, developers, and project managers to ensure shared understanding of requirements. Support user acceptance testing (UAT) and provide guidance to program staff and state stakeholders. Communicate QA status, risks, and mitigation strategies to leadership. Compliance & Documentation Ensure QA processes align with federal and state compliance standards, including FNS, ACF, and OCSE guidelines. Maintain comprehensive QA documentation for audits, certification, and federal reporting. Support readiness for federal reviews, system certification, and implementation milestones. Required Qualifications 10+ years of QA experience, with at least 4 years in a QA Lead or Test Lead role. Hands on experience testing eligibility and benefits systems for SNAP, TANF, CC, and/or CSE . Strong understanding of federal and state HHS program policies, business rules, and case management processes. Experience with rules engines, integrated eligibility systems, or case management platforms. Proficiency with test management and defect tracking tools (e.g., JIRA, Azure DevOps, ALM). Strong analytical, documentation, and communication skills. Ability to lead teams in fast paced, multivendor environments. Preferred Qualifications Experience with modernization projects, cloud based systems, or integrated eligibility platforms. Familiarity with federal certification processes (e.g., SNAP FNS certification, TANF reporting). Knowledge of data validation, SQL, and API testing. Experience working with Agile or hybrid SDLC methodologies. Prior work with state HHS agencies or largescale government IT programsSimilar remote jobs
