Jul 1, 2026 Job Description Nature of Work Under limited supervision, performs a variety of supervisory, professional, and administrative tasks in directing the administration for all kinds of State and local tests for the district, and facilitates improving student achievement through administering State and local tests and assessments smoothly. Work involves working closely with other divisions, school, regional, and State testing coordinators. Employee also works with inside and outside agencies to share information and determine the most effective means of administering all kinds of tests. Responsible for the leadership of the Career and Technical Education program to include: the strategic plan and vision, management of budget, technology, program equipment and CTE Central Support Staff. Provide administrative support to both middle and high school principals, teachers, superintendent, and local board of education through effective communication of pertinent information. Facilitate appropriate staffing and staff development focused on improved instruction and student achievement through performance data analysis. Participate in regional, state, and national conferences, workshops, and meetings to stay current on CTE issues such as legislation, policies, labor market, and economic development trends. Work cooperatively to build strong community/business and industry involvement to promote and enhance Career and Technical Education programs. Employee supervises subordinate testing coordinators, Curriculum and Instructional Management Coordinator, , Career Development Coordinator, and Special Populations Coordinator. The Executive Director of CTE, Accountability and Testing reports to the Superintendent. Duties and Responsibilities Responsible for the leadership of the Career and Technical Education program including the strategic plan and vision, management of budget, technology, program equipment and CTE Central Support Staff Provide administrative support to both middle and high school principals, teachers, co-testing coordinator superintendent, and local board of education through effective communication of pertinent information. Write and monitor state and federal grants. Facilitate appropriate staffing and staff development focused on improved instruction and student achievement through performance data analysis. Collaborate with postsecondary institutions to promote seamless transitions and articulation for students. Participate in regional, state, and national conferences, workshops, and meetings to stay current on CTE issues such as legislation, policies, labor market, and economic development trends. Work cooperatively to build strong community/business and industry involvement to promote and enhance Career and Technical Education programs. Attend CTE, Accountability, and monthly regional meetings. Complete CTE Director work plan and Testing Coordinator checklist Train local personnel who are responsible for test administration procedures. Responsible for the scanning, scoring, and reporting of results for any secure test administered in the Annual Testing Program Ensure an annual written testing plan for the district is developed and distributed to each school before the beginning of the school year. At the beginning of each school year, provide information to principals, teachers, students, and parents or guardians advising them of the local and state-mandated tests that students will be required to take during the school year, the dates the tests will be administered, and how the results from the tests will be used. Develop local policies and procedures to ensure maximum test security in accordance with the policies and procedures developed by the test publisher. Provide information about test security and inform staff of sanctions, penalties, or other possible consequences for test security violations. Assist the principal or director at each school in understanding the duties and responsibilities relative to the Annual Testing Program and the implementation of state tests. Ensure that all school test coordinators, school principals and directors read and sign annually the Testing Code of Ethics and a Principal/Director Confidentiality and Test Security Agreement. Ensure all test administrators sign the Test Administrator Test Accountability and Security Form at every test administration training session, and the signed forms are kept on file at the school. Ensure that student placement decisions are not solely based on test scores (SBE policySCOS-016
). Ensure the school test coordinator and the test administrators at each school are school district or school personnel who have professional training in education and the Annual Testing Program (16 N.C. Admin. Code 06D .0311). Maintain accurate attendance records for all training sessions and keep these records on file in the district testing office. Ensure each school establishes procedures to ensure all test administrators comply with the test publisher's guidelines. Monitor to ensure the district and school plans for administering tests under secure conditions are implemented appropriately. Maintain accurate records of student membership and assist in identifying students who are eligible to take the test in order to secure the appropriate quantity of materials. Account to the NCDPI for all test materials received. Develop a system of checkout and check-in of test materials to ensure that at each level of distribution and collection all secure materials are tracked, returned, and accounted for. Ensure each school test coordinator: develops and documents in writing a schoolwide testing plan for administering tests under secure conditions; receives and stores test books, and other testing materials in a secure manner; and has a system of checkout and check-in of test materials to ensure all materials are returned and accounted for. Investigate all reports of testing irregularities and violations of ethical testing practices and immediately report them to the superintendent, principal or director, and RAC. Ensures that State ABC Accountability tasks are completed by each school Works collaboratively with the Exceptional Children's' Director to ensure that EC students' data is correct Performs all necessary activities related to data extraction and reporting for district, state and federal accountability and funding requirements, including but not limited to data entry, review, verification and extraction of student attendance records.Position Type:
