Job Description
Job Overview Serve as a Test and Evaluation lead on asigned programs collaborating with United States Air Force officials and contractors. As the Subject Matter Expert (SME), you will perform research, analyze, formulate, recommend, implement, and continually assess strategies for meeting test and evaluation cost, schedule, and system performance objectives, and for managing risks during development. Other duties and responsibilities will include development of statutory and regulatory documentation (e.g. Test and Evaluation Master Plans), contract documentation (e.g. Requests for Proposal and Statements of Work), and reports (e.g. monthly activity reports), and support of program management reviews, integrated master plan/schedule reviews, and other senior-level meetings and reviews as necessary. Demonstrate working knowledge of, and application of the principles, policies and practices of weapon systems test and evaluation systems acquisition and program management as defined in Department of Defense Instruction 5000.89 and Department of the Air Force Instruction 99-103. Essential Functions Responsible for analysis, design, scheduling, construction and delivery of solutions; Prepare test plans and procedures, Test & Evaluation Master Plans (TEMPs), and test input to the applicable statutory and regulatory acquisition documentation for a Major Defense Acquisition Program (MDAP); Review and analyze design documentation including engineering drawings and specifications; Review and analyze engineering performance and technical analysis reports for impact on weapon system test strategy; Provide senior-level test input on weapon system Request for Proposals (RFPs), Statement of Work (SOW), Performance Work Statements (PWS) and Contract Data Requirements List (CDRLs) Monthly Activity Reports Required Experience BA/BS degree plus twelve (12) years of experience in Department of Defense acquisition program management; or, MA/MS degree plus ten (10) years of experience in Department of Defense acquisition program management; DoD weapon system test and evaluation management experience; Knowledge of Government Life Cycle Acquisition processes and documentation; Familiarity with Contracts and Contract Requirements Processes; Effective oral and written communication skills; and, Knowledge and use of the Microsoft Office (e.g. Word, Excel, PowerPoint, Project) applications. Other Maintain Department of Defense security clearance appropriate with the client billet assigned to support.
