Utilities / Customer Information Systems (CIS) About the Client We are supporting a leading Arizona-based utilities company undergoing a large-scale Customer Information System (CIS) modernization initiative focused on improving billing operations, customer experience, operational efficiency, and Meter-to-Cash transformation capabilities. About Webhead Webhead is a technology solutions provider with nearly three decades of experience delivering IT modernization and digital transformation services to government, utilities, and enterprise clients. Our expertise spans utility modernization, SAP and CIS transformations, system integrations, quality assurance, and enterprise testing leadership for mission-critical programs. Position Summary Webhead is seeking an experienced CIS Test Lead, Manager to lead enterprise-wide testing activities for a large-scale utility CIS modernization program. This role will oversee end-to-end testing strategy, governance, execution management, defect lifecycle oversight, and business readiness across functional, integration, regression, and user acceptance testing phases. The ideal candidate brings deep experience managing testing efforts within utility Customer Information Systems (CIS) environments and possesses strong leadership, governance, and stakeholder communication capabilities. This role serves as a key liaison between business stakeholders, system integrators, vendors, PMO leadership, and technical teams to ensure successful testing outcomes and deployment readiness. Key ResponsibilitiesTesting Strategy & Leadership Lead all phases of CIS testing including SIT, UAT, regression, integration, and cutover validation Develop comprehensive testing strategies, test plans, execution schedules, and quality metrics Establish testing governance frameworks, standards, and entry/exit criteria Coordinate enterprise-wide testing activities across business and IT workstreams Ensure alignment between testing activities and overall program delivery timelines Test Execution & Quality Assurance Oversee execution of functional, integration, end-to-end, and regression testing Validate Meter-to-Cash (M2C) business processes including billing, metering, collections, and customer service workflows Ensure test data readiness, environment stability, and deployment preparedness Monitor testing progress, execution quality, and remediation activities Maintain requirements traceability and test coverage documentation Defect & Risk Management Lead defect triage sessions and coordinate resolution activities with development and vendor teams Manage defect lifecycle including prioritization, escalation, tracking, and closure validation Identify testing risks, gaps, and dependencies and provide mitigation recommendations Perform root cause analysis for recurring or high-severity issues Governance & Reporting Develop dashboards, scorecards, and executive-level status reporting Communicate testing progress, quality trends, risks, and go-live readiness to stakeholders and leadership Support PMO governance processes and steering committee reporting Ensure compliance with utility industry standards, audit requirements, and internal QA practices Stakeholder Engagement Facilitate testing workshops, readiness reviews, and business validation sessions Coordinate with business SMEs, vendors, system integrators, and project leadership Provide clear communication across technical and non-technical audiences Mentor junior QA resources and promote testing best practices Required Qualifications Bachelor's degree in Information Systems, Business, Computer Science, or related field (or equivalent experience) 7+ years of enterprise testing and QA leadership experience 3+ years leading testing efforts for utility CIS implementations or modernization programs Strong understanding of utility Meter-to-Cash processes including billing, metering, collections, and customer service Experience managing SIT, UAT, regression, integration, and cutover testing activities Strong expertise in defect management, test governance, and QA methodologies Experience with test management and defect tracking tools such as:
JIRA HP ALM
