Job Description

Under general supervision, provides professional research, data management, and analytical services to the Polk County Sheriff's Office. This role coordinates the development, implementation, and maintenance of statistical reporting systems, conducts research in support of operations, programs, and initiatives, and performs statistical evaluation of organizational issues such as workload indicators, inmate and service-population demographics, operational efficiency and effectiveness, performance measures, resource deployment, spatial analysis, and cost-benefit analysis. Administrative Service Division Uses law enforcement information systems, GIS, and other spatial analytical techniques for the quantitative analysis of operational data; uses relevant query tools to extract, compile, clean, and prepare data for analysis. Conducts statistical and spatial analysis of organizational and operational issues, including workload indicators, jail population demographics, crime trends, service efficiency and effectiveness, key performance indicators, resource deployment, cost-benefit analysis, and long-term trend interpretation Conducts research and program evaluations for law enforcement, corrections, and administrative operations by developing research methodologies, designing data collection methods, performing statistical analysis, interpreting results, and producing customized reports tailored to project needs. Designs, develops, and maintains statistical reports and dashboards using reporting tools and visualization platforms; creates graphs, charts, tables, maps, and other visual products to support data-driven decision-making; may make formal presentations to management and staff. Supports internal and external projects and workgroups by providing data, analysis, and cost information for strategic planning, fiscal planning, operational assessments, and program evaluation as directed. Ensures data integrity and accuracy by reviewing, comparing, and reconciling data across multiple databases; corrects incomplete or inaccurate records and merges duplicate data entries; audits data for consistency, validity, and reliability; identifies trends or anomalies that may affect reporting quality. Performs related duties as required. Criminal Investigations Division Collects, analyzes, validates, and disseminates intelligence from a wide range of sources to support criminal investigations; conducts statistical and analytical research to identify crime patterns, networks, associations, and trends. Uses general and specialized computer applications in order to gather and analyze crime data for crime pattern detection, suspect-crime correlations, target-suspect profiles, and crime forecasting. Designs, develops, modifies, and maintains customized databases for tracking statistical information; reviews, interprets, categorizes, and enters information in databases; extracts data to produce standard and customized reports, charts, graphs, and maps. Responds to a variety of requests for data; makes oral presentations; conducts training for staff related to data maintenance, analytical tools, and interpretation of analytical findings. Review reports and records to ensure completeness, accuracy, and consistency; assists in maintaining security, integrity, and accuracy of law enforcement records and sensitive information. Supports interagency information sharing by preparing intelligence summaries and briefings for law enforcement partners; participates in collaborative intelligence efforts and multi-agency task forces as assigned; establishes and maintains effective working relationships with internal and external contacts. Maintains digital forensics laboratory equipment, including hardware and software used to process, extract, and preserve electronic evidence; ensures proper documentation, chain of custody, and evidence integrity. Attends regional meetings of crime analysis professionals in order to share information on crime patterns, emerging methodologies, and analytical; testifies in court as needed to explain analytical findings. Responds to citizens' questions and comments in a courteous and timely manner. Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities; keeps immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems. Knowledge of management information systems and computer applications including Microsoft Access, Excel, Word, PowerPoint, SQL, Visual Basic, and reporting tools such as Visual Studio or SSRS. Knowledge of GIS and mapping techniques used to prepare spatial analysis, maps, and visual products. Knowledge of public administration, planning practices, and program evaluation methods. Knowledge of the Sheriff's Office operations. Knowledge of cost-benefit, life-cycle costing, and performance measurement techniques. Ability to research, compile, analyze, and interpret complex statistical and spatial data and draw valid conclusions. Strong analytical and problem-solving skills. Ability to organize information and present findings in written, verbal, and graphical formats. Ability to translate findings into clear, accessible information for non-technical audiences. Ability to communicate effectively both verbally and in writing. Ability to utilize a variety of computer applications including spreadsheets, databases, statistical tools, GIS platforms, and reporting system software. Ability to handle confidential information with discretion and professionalism. Ability to manage with multiple projects at the same time and meet required deadlines. Ability to establish and maintain effective working relationships with other law enforcement personnel, co-workers, Information Technology staff, representative of other agencies, and the general public, fostering a collaborative and professional work environment. Knowledge of GIS and mapping techniques used to prepare spatial analysis, maps, and visual products. Knowledge of techniques required in the preparation of maps, charts, and sketches. Knowledge of public administration and planning practices. Knowledge of the Sheriff's Office operations. Knowledge of program evaluation and outcome measurement techniques. Ability to research, compile, analyze, and interpret complex statistical data, crime data, and to reach valid conclusions. Strong analytical and problem-solving skills. Ability to organize information and present findings and recommendations in oral, written, and graphic form in a clear, concise, and logical manner. Ability to communicate effectively both verbally and in writing. Ability to utilize a variety of computer applications including spreadsheets, databases, statistical evaluation tools, and reporting system software. Ability to handle confidential information with tact and discretion. Ability to manage with multiple projects at the same time and meet required deadlines. Ability to establish and maintain effective working relationships with other law enforcement personnel, co-workers, Information Technology staff, representative of other agencies, and the general public, fostering a collaborative and professional work environment. Administrative Service Division Bachelor's degree in Information Management Systems, Sociology, Public Administration, Math, or Statistics, or related field, and Two years of related experience including statistical analysis or research, or Any equivalent combination of education, training and experience that will have provided the required knowledge, skills, and abilities.
