The City of Oakland is currently recruiting for a Supervising Human Resource Systems Analyst in the Finance Department. As a Supervising Human Resource Systems Analyst, you will be an integral member of the Department of Finance's Payroll Bureau. You will be key in managing day-to-day HRIS system processes, developing innovative processes and procedures, creating user documentation, and implementing payroll system solutions. We are looking for someone who is: Knowledgeable and highly experienced in HR and payroll processes, with hands-on experience in automated HRIS payroll systems. Skilled in advanced SQL and programming. A self-motivated professional with in-depth expertise in Oracle HR and Payroll configuration and related applications. A critical thinker and problem solver with excellent analytical, problem-solving, and communication skills. Experienced in systems analysis and design, including evaluating new functionality and managing patch upgrades. A skilled relationship builder with excellent communication abilities, effective management skills, and the capacity to motivate team members while providing clear direction. An innovative problem-solving and forward-thinking individual who is passionate about innovation and driving continuous improvements in our HRIS environment. What you will typically be responsible for: Planning, directing, supervising, and coordinating systems analysis, specification development, system testing, implementation, maintenance, enhancements, and upgrades, as well as technical and systems support for HRIS and payroll processing. Analyzing user requirements and problems and identifying solutions. Serving as a system security administrator and OTL administrator and a techno-functional liaison to the Information Technology Department on human capital management systems development, interface, database, and related projects. Providing technical advice to management and other staff in the Payroll Bureau and applicable City departments. Analyzing and assessing new programs and policies, and determining the feasibility of implementation. Developing and implementing program goals, performance plans, policies, and procedures. The restricted list will be for full-time, permanent part-time, or part-time City and Port of Oakland employees who maintain employment for the duration of the recruitment and pass all stages of the recruitment process. The open list will be for all other applicants who pass all stages of the recruitment process. Any combination of education and experience that is equivalent to the following minimum qualifications may be acceptable:
Education:
Bachelor's degree in computer science, public or business administration or a closely related field.
Experience:
Five (5) years of progressively responsible experience in systems development, of which at least two (2) years of experience should involve automated HRIS/payroll/personnel or other financial or human capital management systems and at least three (3) years of experience should include direct supervision or providing lead direction. License or Certificate / Other Requirements Successful incumbents in this position are expected to operate automotive vehicles in the performance of assigned duties. Due to the nature of the assignment and the hours worked, public transportation may not be a cost effective or efficient method for traveling to the various locations required. Individuals who are appointed to this position will be required to maintain a valid California Driver's License throughout the tenure of employment OR demonstrate the ability to travel to various locations in a timely manner as required in the performance of duties.
Desirable Qualifications:
Experience in Oracle R12 Payroll System Experience in New HRIS System Implementation and other mass system implementations Experience configuring and building new pay elements, tables, and fast formulas Proficient in Oracle SQL & Excel Payroll Certification Understanding of tax regulations and labor laws Strong understanding of relational database structures, data integrity, and normalization principles

The City of Oakland works with a Civil Service system.
