The City of Torrance is recruiting for a Systems Analyst - Applications and Analytics to be part of the Information Technology Team! The Department The Information Technology Department is responsible for the administration of the City's information andmunications systems and infrastructure. Services include the planning, procurement, delivery, maintenance and training which support the business functions of City departments through technology. The Information Technology department's responsibilities includeputer hardware systems, data and telm infrastructure, data management, information security, radio and wirelessmunications, software and applications, telephone and voice systems. The Position The IT Department is seeking a Systems Analyst - Applications and Analytics with a strong background in enterprise applications and ERP systems, to support a major ERP Replacement Initiative and broader modernization efforts across City departments. This position will serve as a key technical and functional lead within the Applications domain, with primary focus on ERP systems, business process optimization, and service delivery improvement. This position will collaborate closely with Finance, Human Resources, and operational departments to evaluate current state workflows, translate business requirements into scalable system solutions, and support the implementation of a modern and integrated ERP platform. The Systems Analyst - Applications and Analytics leads functional and technical activities related to ERP implementation, configuration, testing, deployment, and post go live optimization; partners with departments to streamline workflows, modernize business processes, and improve service delivery oues; conducts current state and future state process analysis to identify inefficiencies and rmend system-enabled improvements; supports integrations between ERP and other enterprise systems to ensure data integrity, reporting accuracy, and operational continuity; ensures enterprise applications are secure,pliant, reliable, and aligned with City governance and technology standards; serves as a trusted advisor to management by translatingplex technical concepts into clear and actionable solutions; and performs related duties as required. This position plays a critical role in ensuring that enterprise technology investments translate into measurable operational improvements, increased efficiency, and long-term organizational value. QUALIFICATION GUIDELINES
Education and Experience Anybination of education, training, and experience that provides the required knowledge and skills is qualifying. A typical way to obtain the knowledge and skills would be: A Bachelor's degree in Computer Science, Information Technology, or a closely related field and five (5) to seven (7) years of progressively responsible professional experience in information technology, including areas such as systems analysis, applications and database support, infrastructure management, cybersecurity, or data analytics; or an equivalentbination of training and experience. At least one (1) year of supervisory or lead experience is highly desired. License and/or Certificates Must possess and maintain a valid California Class C driver's license. Certifications in database and data management (relational database administration, data warehouse design, and SQL expertise), business intelligence and analytics (data visualization, reporting platforms, and enterprise analytics solutions), programming and application development (Python, JavaScript), enterprise systems and cloud platforms (Microsoft, Azure, and enterprise application administration), IT governance, security, and service management (cybersecurity practices, IT service management frameworks,pliance in government environments), or other certifications related to the Systems Analyst role are highly desired. Ideal Candidate Successful candidates will possess the following: Strong understanding of enterprise systems and the critical role they play as foundational service delivery tools that directly impact employees, departments, and themunity; Proven ability to bridge business and technology, ensuring that system design decisions align with operational goals and long-term organizational strategy; Demonstrated expertise in enterprise systems analysis, design, implementation, and lifecycle support withinplex, mission-critical environments, preferably in a public-sector or highly regulated setting; Proven ability to lead large-scale applications and analytics initiatives, coordinating cross-functional teams, vendors, and stakeholders through planning, testing, deployment, and change management phases; Advanced proficiency in relational database design, administration, and optimization (e.g., SQL Server, Oracle, PostgreSQL), including data warehousing, ETL processes, and data governance best practices; Strong programming and automation skills using SQL, Python, JavaScript, and related tools to develop integrations, enhance system functionality, and streamline business processes; Expertise in enterprise analytics and business intelligence platforms (e.g., Power BI, Power Platform, Fabric), with the ability to developplex dashboards, visualizations, and executive-level reporting to support data-driven decision-making; In-depth knowledge of IT governance, cybersecurity, regulatorypliance, disaster recovery, and business continuity planning to safeguard critical public services and ensure adherence to applicable laws and standards; and Strong leadership, supervision, andmunication skills, with the ability to mentor staff, manage priorities and budgets, present technical concepts to non-technical audiences, and serve as a trusted advisor to executive and departmental leadership.
HOW TO & EXAM PROCESS

Only those candidates who best meet the City and Department's needs will be invited to participate in the testing process, which will consist of the followingponents:
Oral Interview:
Weighted 100% (Tentatively scheduled for March 31, 2026) Department Interviews are tentatively scheduled for the week of April 13, 2026. The tentative test dates will be based on a sufficient number of qualified applications received by the first review date. If a sufficient number of applications are not received by the first review date, there is the possibility that the test date may change to a later date. The Systems Analyst - Applications and Analytics will be required to assist various City Departments as determined by operational needs, including the Police Department. In accordance with the California Law Enforcement Telmunications System (CLETS) Policies, Practices, and Procedures, Section 1.9.2, candidates who receive a conditional job offer for this position will be subject to a state and federal fingerprint-based criminal offender record information search. This will include both a Department of Justice (DOJ) and Federal Bureau of Investigation (FBI) fingerprint-based criminal offender record information search. Assignment to the Police Department will occur within the first three months of hire.
