JOB SUMMARY AND ESSENTIAL FUNCTIONS
This position performs difficult technical and skilled work in providing support, training, and acquisition of office automation products and software for end user systems; does related work as required. Work is performed independently with supervisory oversight by the Application Services Manager. Essential Functions Assesses departmental technology needs; develops and carries out action plans for hardware and software solutions. Installs end-user software. Works with finance, HR, customer care (billing) and other departments supporting ERP software. Designs, analyzes, and supports finance, accounting, GL, HR, and Payroll systems and associated peripheral equipment. Troubleshoots hardware and software problems with personal computers, printers, and other peripherals. Manage vendor support issues. Provides Tier 1 support for end users; Installs, configures, and maintains end-user systems. Provides Tier 2 support for network maintenance and security. Provides network integration support and troubleshoots system failures and problems. Works with the other IS team members to resolve network issues and plan for expansions. Provides assistance and support to other IS staff on various operations and projects. Performs related tasks as required.
QUALIFICATIONS AND PHYSICAL DEMANDS
Education and Experience:
A high school diploma or equivalent, supplemented by courses in computer science, information systems, or related field, and seven years of experience in systems/application management. A college degree and/or formal industry certification are preferred and may substitute for three years of experience.
Special Qualifications:
A driver's license valid in the State of Florida. Must obtain City-approved computer certification within one year of employment.
Knowledge, Skills and Abilities:
Thorough knowledge of personal computers. Thorough knowledge of the operation uses and capabilities of electronic data processing peripheral equipment. Thorough knowledge of computer repair and diagnosis. Thorough knowledge of mobile software configuration and troubleshooting. Thorough knowledge of enterprise application administration and modification. Thorough knowledge of application design and software development lifecycle. Knowledge of change management processes. Knowledge of database administration and support. Knowledge of general office practices and equipment. Knowledge of windows and SQL-based databases. Ability to understand and carry out complex written and oral instructions. Ability to analyze software programs and program adjustments. Ability to determine user needs for software applications and oversee project development and implementation to completion. Ability to establish and maintain an effective working relationship with city officials, executive management, software/hardware users, and other personnel. Ability to write clear and concise reports and communicate effectively orally and in writing. Physical Demands The work is medium work requiring the exertion of 50 pounds of force or more occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects; and a negligible amount of force frequently or constantly to move objects. Additionally, the following physical abilities are required:
Crouching:
Bending the body downward and forward by bending leg and spine.
Feeling:
Perceiving attributes of objects, such as size, shape, temperature, or texture by touching with skin, particularly that of fingertips.
Kneeling:
Bending legs at knee to come to a rest on knee or knees.
Reaching:
Extending hand(s) and arm(s) in any direction.
Repetitive Motion:
Substantial movements (motions) of the wrist, hands, and/or fingers.
Stooping:
Bending body downward and forward by bending spine at the waist. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles.
Manual Dexterity:
Picking, pinching, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
Grasping:
Applying pressure to an object with the fingers and palm.
Vocal Communication:
Required for expressing or exchanging ideas by means of the spoken word.
Hearing:
Required to perceive informationatnormalspokenwordlevels,andtoreceivedetailedinformationthroughoral communications and/or to make fine distinctions in sound.
Visual Acuity:
Required for depth perception, color perception, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities.
