Summary:
The ORSA - Lessons Learned will support the
USSOCOM J-7
Joint Special Operations Forces (SOF) Development and Design directorate with a Lessons Learned Program (LLP). The
J79-LL, SOF
Lessons Learned (LL) Program is responsible for the SOF Lesson Learned Program (SOFLLP). The SOFLLP applies lessons learned to the full range of joint operations to develop policy and for gathering, developing, and disseminating joint lessons learned across the DoD. The purpose of this task is to support
CDR USSOCOM
with critical information for SOF Force Development and Force Design and related HQ Lines of Operation. Each of these LLP's will execute their duties through collection, data management, analytics, and dissemination of essential insights to support the mission. These duties include the discovery, knowledge development, implementation, and sharing of observations, issues/insights, lessons, and best practices from operations, activities and investments (OAI). Specific duties may include, but are not limited to: Conduct the DVRED process to capture, document and archive planning, organizing, and training processes and lessons learned in support of HQ and subordinate priorities. Employ expert research (master's degree) skills to conduct independent evaluations of HQ findings to advise senior leadership on potential approaches, benefits for capability resolution, and implications to
DOTMLPF-P.
Perform a broad range of operations research analyses assignments entailing unique problems, creativity, innovative use of techniques, advanced approaches and/or new technologies. Perform master's degree-level analysis through quantitative/qualitative research, independent evaluations of operations, exercises, wargames and experimentations to assess the effectiveness of

throughout the Command and develop standards for new and/or existing requirements to alter training or operational missions and programs. Utilize scientific inquiry in the independent development of mathematical models and computer programs to evaluate and predict the ability to support assigned projects, studies and/or problems. Perform duties with in-depth knowledge of the Military Decision-Making Process (MDMP), to include mission analysis and COA development. Provide technical guidance, advisory support, and assistance on an entire project and/or major phases for broad and varied operations. Lead work requiring the design, development and adaptation of mathematical, statistical, econometric, and other scientific methods and techniques. Examine JLLIS information to determine trends and determine what methods might be used to analyze and provide recommendations for resolution. Support collaboration with subordinate commands and Military Services to improve the integration and interoperability of SOF and conventional forces. Present data in different formats to ensure audience understanding. Attend meetings, conferences, briefings and seminars related to program planning, advanced technologies and support system concepts and operations. Leverage cross-functional military Services and government agencies analytical studies and LL to recommend adjustments to SOF headquarters processes. Brief and advise senior leadership on the effectiveness of the internal examination findings, potential approaches, benefits for capability resolution, and implications. Utilize automation systems to organize, store and present usable data to support SOF enterprise OAI. Utilize various databases and other network tools to present data. Apply organizational design parameters and statistical analysis measures including analysis reporting, data management and validation. Coordinate with HQ and subordinate command military leadership to provide focus area study recommendations, command synchronization efforts and quarterly feedback findings. Assist users with inputting, locating, and retrieving data. Apply quantitative and qualitative analysis to J7 processes and develop and apply advanced mathematical and analytical models, to identify lessons learned trends across the SOF enterprise. Examine JLLIS database information to determine what are the most relevant problem sets and identify methods to analyze information and provide recommendations for resolution. Prepare and present concept papers synthesizing key elements of thinking that challenge the current strategic construct and must be suitable for publication in academic or news outlets. Provide subject matter expertise and guidance on cutting edge technologies while functioning as an expert in leveraging the potential of research and technology developments. Conduct comprehensive post event analysis to identify immediate capability impacts as well as long-range effect on the training, employing, organizing, development, and design of SOF forces. Evaluate

to develop alternative solutions that may inform senior leaders on force changes, resourcing, and capability gaps. Utilize statistical data to provide recommendations for future subordinate command

changes/improvements. Perform pre and post analysis of wargames, experiments, and exercises and implementation of

changes during OAIs. Provide analytical SME support through all phases of product and resource process improvement. Support the development of HQ products, including guidance and directives (Force Planning Guidance (FPG), SOF Programming Guidance (SPG), etc.). Prepare briefs, information papers, and presentations as required utilizing Microsoft Office family of products (e.g., Outlook, PowerPoint, Word, Excel and Access). Develop and maintain an electronic resource, to include key points of contact, to be used for mission continuity that may be accessed by all stakeholders.

Prior service E8, CW3, or O5 and 3 years of experience at USSOCOM as a staff officer/NCO supporting the

process Master's degree in operations research, data analytics, statistics, mathematics, and/or survey methodologies Prior SOF experience with understanding of SOF terminology and capabilities 1 year experience with advanced analytical tools: MS EXCEL, Power BI, and/or artificial intelligence platforms 3 years' staff experience supporting a
Geographic Combatant Command or Theater Special Operations Command Clearance:

MacDill AFB, FL Travel:
Travel is required to various CONUS and OCONUS non-hazardous and OCONUS hazardous locations in order to collect observations, insights, and lessons to accomplish the objectives of this task.
