Job Description

Welcome, we are excited you are here. Take a peek at what our beautiful County has to offer - Indian River County Performs advanced administrative and technical work involving the planning, development, optimization, and ongoing support of business and operational systems that serve core Building Division functions and processes. Serves as the primary technical and operational resource for permitting software implementation, configuration, reporting, and system administration. Coordinates cross-departmental workflows, integrations, and data standards related to permitting and inspection operations. Provides expanded administrative and analytical support to the Director of Building & Facilities Services, including tracking, compiling, and reporting permitting key performance indicators (KPIs) and operational metrics. Analyzes operational challenges, recommends system and processes improvements, and supports the implementation and documentation of technical and business systems. Work is performed under the direction of the Director of Building & Facilities Services. Serve as primary administrator and functional lead for Building and Life Safety Division permitting software and related operational systems. Support implementation, configuration, maintenance, and enhancement of permitting and inspection software platforms. Coordinate permitting system functions, integrations, and workflows across multiple departments and user groups. Act as principal technical liaison between the Building Division, Information Technology staff, County Administration Ombudsman, Finance and software vendors. Analyze business processes and operational needs and translate them into system requirements and technical solutions. Develop, maintain, and validate permitting reports, dashboards, and operational data outputs. Track, compile, and report permitting key performance indicators (KPIs) and other operational metrics in support of the Director of Building & Facilities Services. Provide administrative and analytical support to leadership through performance tracking, trend analysis, and operational summaries. Monitor system performance, data quality, and user activity; recommend improvements to increase efficiency, accuracy, and usability. Troubleshoot system and workflow issues and coordinate resolution with vendors, IT staff, and department users. Assist with software upgrades, testing, configuration changes, and deployment of new modules and features. Document system configurations, procedures, workflows, standards, and user guidance materials. Provide end-user training for both the staff and general public and ongoing technical support for permitting and related business systems. Evaluate and recommend process and workflow improvements to streamline permitting and inspection operations. Ensure data integrity, consistency, and standardized system use across departments. Support compliance, audit, and records management requirements through proper system configuration and reporting controls. Prepare technical summaries, status reports, and recommendations for leadership review and decision-making. Participate in project planning and implementation for system enhancements and technology initiatives. Perform related duties as assigned.
Education and Experience :
Bachelor's degree from an accredited college or university in Business Administration, Public Administration, Information Systems, Management Information Systems, Computer Science, or a closely related field; and three (3) years of progressively responsible experience supporting enterprise, business, or permitting systems, preferably within a public sector, regulatory, or compliance-driven environment. A combination of relevant education, training, and experience that demonstrates the required knowledge and abilities. Experience supporting performance reporting or operational metrics tracking is preferred.
Licenses, Certifications or Registrations:
Valid Florida Driver's License.
Knowledge, Abilities and Skills:
Demonstrated experience with permitting, licensing, or workflow management software, including system configuration, reporting, and user support. Experience analyzing business processes and implementing technology-based solutions to improve operational efficiency. Experience coordinating with multiple departments or stakeholders to support shared systems and cross-functional workflows. Experience developing reports, dashboards, and documentation for business or operational systems. Ability to establish and maintain effective working relations as necessitated by work assignments. Experience providing end-user training and supporting system implementations or upgrades.
Environmental Conditions:
Work is generally performed inside an office environment.
