JOB SUMMARY
Manages the overall planning, design, testing, installation and troubleshooting of applications software in accordance with the Systems Development Life Cycle (SDLC). Evaluates existing information systems to assess their suitability for the organization's needs and projected outcomes. Collaborates with key business stakeholders, software vendors, and programmers to achieve desired outcomes. Seeks out ways to improve existing processes and design systems to implement those changes. Manages and supports application developers by interpreting business requirements into system design, performing complex system analysis and ensuring system and security standards and policies are applied in all software construction and implementation. Responsible for project management and reporting of assigned projects for the Technology division and affected business areas. Analyzes new technologies and assesses their usefulness to the organization. Leads the technical support of all enterprise data systems including SAAS and locally developed applications including the integration of all data. Provides technical guidance and support to team members. Areas of responsibility may include HR, Finance, Student Systems, Business support or Microsoft Power Platform. Additional Work Days/Hours Based on the assignment, the following additional work days and/or hours may be required as needed: Ability to work flexible schedules Extended hours On call
ESSENTIAL DUTIES/RESPONSIBILITIES
Leads and/or performs requirements gathering, business analysis, solution design, configuration, development coordination, testing, deployment, and post-implementation support for assigned applications. Ensures SDLC deliverables are produced and maintained (e.g., requirements, functional/technical specifications, test plans, release notes, and support documentation). Plans and executes system testing activities, including unit, integration, regression, user acceptance testing (UAT) support, and validation of defect resolution. Troubleshoots application issues; performs root-cause analysis; implements corrective actions; and coordinates with vendors, developers, and infrastructure teams as needed. Manages application upgrades, patches, and enhancements; evaluates impact; coordinates change control; and communicates planned outages and releases. Partners with stakeholders in HR, Finance, Student Systems, and Business Support to streamline processes, improve data quality, and increase automation. Develops and maintains integrations, data interfaces, and reporting solutions as assigned; validates data mappings and ensures data integrity. Ensures solutions meet security, privacy, and compliance requirements; collaborates on role-based access, auditing, and least-privilege practices. Mentors team members and fosters an environment of creative problem solving, frequent positive interaction with users, and acceptance of diverse personalities and backgrounds while supporting the training of team members in analysis and programming. Conducts Performance Evaluations and develops personal growth and development plans with individual team members. Performs other related duties as assigned within the same classification or lower.
MINIMUM QUALIFICATIONS

Education Bachelor's Degree in information systems management or related field of education from a regionally accredited college or university required; Or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities deemed sufficient to prepare the employee to successfully perform the duties of the position. Experience Five (5) years relevant professional experience in computer software programming, system design and maintenance or a related functional area required; and Three (3) years related experience in a supervisory or management role required. One (1) year related experience with project management and Maryland K - 12 student policies and procedures preferred. Five (5) years general experience supporting web based systems preferred; Or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities deemed sufficient to prepare the employee to successfully perform the duties of the position. Knowledge, Skills, Abilities and Other Characteristics Knowledge of and experience with .net, SQL Server, Oracle, cloud computing, Microsoft DevOps and the Microsoft Power Platform. Proficient in database design and knowledge of SDLC concepts, change control, and service management practices. Proven ability to work effectively within a team environment on multiple projects simultaneously. Excellent oral and written communication skills. Excellent organization and leadership skills. Understanding of information security principles and data privacy considerations in enterprise systems. Proficiency in database design. Ability to create a positive environment that values, respects and leverages all employee talents while providing fair advancement for all employees. Demonstrated ability to effectively work and communicate with diverse populations. Demonstrated proficiency with business technology applications (e.g. Video/Web Conferencing, Microsoft Office Suite -Word, Excel, Outlook, and/or PowerPoint preferred).
