Job Summary This position acts as the Data and Business Information Systems Lead in assisting the Field Services Managers and Corrections Program Director in coordinating, planning, developing, operating, maintaining, and evaluating Field Services business applications, information systems and data repositories. In addition, this position performs advanced professional, technical, and administrative work related to business intelligence, data quality assurance, information management systems and data analysis. This position is a lead worker that is providing direction, mentoring, support, and training. Work Location and Telework:
The specific Minnesota work location will be determined at the time of appointment based on department business needs and applicant availability. Telework options for this position are dependent on where the employee lives. With approval, employees that live within 50 miles from the primary work location may be eligible to telework up to 50%. Employees that live 50 miles or more from the primary location and live in Minnesota may be eligible to telework more than 50% with approval. Qualifications Minimum Qualifications To be qualified for and considered for this position, applicants must meet all the minimum qualifications listed below. Ensure that your resume contains descriptions of your experiences sufficient for comparison against the requirements stated below and indicate the beginning and ending month, day and year for each job held. Two (2) years of experience in querying, preparing, evaluating, analyzing, turning data into insight, and improving data quality, accuracy, and integrity. Word processing skills (Microsoft Office applications) sufficient to prepare memos and letters that are grammatically correct, in proper format, and free of spelling errors. Demonstrated skill in using spreadsheet software (Microsoft Excel) sufficient to enter, design, develop and manipulate spreadsheets and prepare reports. Database management skills sufficient to query information from information management systems and accurately enter, retrieve, interpret, and report information using data manipulation applications (SQL Studio, SQL databases, PowerBI). Applicants meeting the above qualification will be further assessed on the following: Ability to articulate errors made by others to ensure data integrity. Ability to problem solve independently. Ability to train and instruct staff in appropriate use of the CSTS Information System, office suite applications and office procedures and practices. Ability to utilize the CSTS Information System Adhoc report writing feature. Ability to work on diverse tasks as assigned and develop priorities to ensure sufficient attention to tasks. Ability to work with a variety of individuals, occupations, and agencies. Advanced knowledge of data analysis and modeling tools (SPSS/PowerBI). Advanced knowledge of information system management principles. Advanced knowledge of office procedures, practices, and information workflow sufficient to develop and improve work procedures and forms. Advanced knowledge of personal computing devices, Intranet software, network printers, and other technology hardware sufficient to troubleshoot issues with MN.IT staff. Advanced working knowledge of office suite applications. Strong human relation skills to enable positive and productive work with clientele and co-workers. Strong technology-related analytical skills to enable troubleshooting of the CSTS client information system and other related applications. Technical skills to develop, manage and analyze complex data sets. Preferred Qualifications The following qualifications are strongly desired of applicants seeking consideration for this position: Advanced understanding of data security principles and best practices to ensure the confidentiality, integrity, and availability of data. Strong experience with scripting and programming skills sufficient to automate tasks, write scripts for data manipulation, and develop custom solutions. Experience with software development lifecycle, testing techniques, access control mechanisms, and compliance standards. Experience leading application business improvement and new release deployment projects Advanced level knowledge of CSTS Experience with MN Corrections Community Supervision. Knowledge of MN State government statutes, polices, procedures, processes, and rules.
