Yes Location CountyAlbany Street AddressOHIP/Division of Finance & Rate Setting / Bureau of Global Cap and Supplemental Programs / Global Cap Team 99 Washington Avenue CityAlbany StateNY Zip Code12260 Job Specifics Duties DescriptionThis incumbent will function as a financial analyst within the Bureau of Global Cap, Rebates, and Supplemental Programs within OHIP's Division of Finance and Rate Setting (DFRS) in the tracking, analyzing, and forecasting of the Medicaid Global Cap. Specifically, this position will oversee the Managed Care portfolio and serve as the Managed Care Team Lead within the Medicaid Global Cap and provide supervision of the Managed Care team analysts. The Medicaid Global Cap is comprised of payments to plans and providers to cover medical services for over 7 million Medicaid recipients and spends over $100 billion gross annually. The incumbent will perform analysis to identify trends and potential efficiencies within Medicaid. The incumbent will also interact and collaborate with rate setting, fiscal management, and program staff within the Department as well as other state agencies that interact with the Medicaid program. Further, the incumbent will often be tasked with developing deliverables and occasionally presenting materials with executive staff in the Bureau.
Further duties include:
Establish annual Medicaid program spending targets; Track, analyze, and project program spending, offsets, and enrollment on a monthly basis; Organize Medicaid data, analyses, and policies (State, Federal, Local) for executive staff review and recordkeeping; Prepare State Plan Amendments (SPAs) and State Regulations; Work collaboratively with the Division of the Budget (DOB) and consultants on the Medicaid Forecast; Review, track, and process provider rate packages; and Prepare quarterly Legislative mandated Medicaid Global Cap reports. Present forecast assumptions and other Managed Care related assignments to principals for review.Minimum QualificationsPermanent Transfer Candidates:
Current New York State Department of Health employee with one year of permanent or contingent-permanent, competitive, service as an Associate Health CareMSA, SG-23, OR
; Current New York State employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a SG-21 and deemed eligible for transfer to Associate Health CareMSA, SG-23
under section 52.6 of the NYS Civil Service Law.Provisional Appointment:
In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet one of the following minimum qualifications: Be a current NYS Department of Health employee with one year of permanent competitive or 55-b/55-c service as a Senior Health Care Management Systems Analyst If three or fewer New York State Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. Non-Competitive Minimum Qualifications:
A bachelor's degree and three years of specialized experience in either evaluation of programs in the health care financing field or in health services research in finance, design, or implementation and one year of which must include experience in conducting public policy research and analysis in finance.Preferred Qualifications:
Critical thinking skills, analytical skills using Microsoft Excel, ability to solve problems independently. Professional work experience should include policy, projections and trend analysis. The candidate must also have the ability to interact and collaborate with other staff with the Department of Health as well as Other State Agencies.
