About this position:
CPIC Master Analyst Location - Remote The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position and are not intended to reflect all duties performed within the job. Essential Duties & Responsibilities Facilitating and supporting the execution of the agency's CPIC development and IT Portfolio Management analysis processes. Managing and supporting the CPIC team, providing in-depth analysis to support technology resource investment decisions. Developing and supporting CPIC/IT Portfolio analysis and implementation processes, policies, and procedures. Identifying opportunities for efficiencies and innovative approaches in the work process. Providing strategic leadership support for Multi-Year Planning, Budget Formulation, and Execution Review. Offering strategic and senior-level support for
CPIC/TBM
processes, including OMB preparation, submission, and execution of the budget (OMB-A-11) requirements. Collaborating on IT Portfolio Management analysis, including portfolio data analysis, investment allocations, security selection, and portfolio repositioning. Conducting research, data analysis, and generating reports to enable data-driven decisions. Supporting the development and implementation of criteria during the CPIC and IT Portfolio Management process. Monitoring enterprise investments and conducting reviews to ensure IT investments align with plans. Assisting with the development of tools, templates, and mechanisms for data and information compilation. Evaluating IT acquisition and performance management data and artifacts. Supporting various federal reporting requirements and processes, including FedStat, PortfolioStat, IDC, TechStat, and FITARA. Collaborating with Investment Managers to improve the quality of business case submissions in AgMax. Reviewing and providing feedback on Capital Planning documentation provided by investment project managers. Overseeing Development, Modernization, and Enhancement (DME) project implementation schedules and conducting Earned Value Management computation. Drafting Post Implementation Reviews (PIRs) for DME projects. Assisting in the preparation of Capital Planning documentation, including Acquisition Approval Requests (AAR) templates. Supporting internal procurement request documentation preparation and submission. Creating agendas for Investment Review Board (IRB) meetings and facilitating meetings. Providing programmatic support to investment project managers and teams. Implementing and operating enterprise financial planning processes. Managing IT programs composed of multiple projects. Using Earned Value Management (EVM) techniques to monitor and control projects. Performing federal government capital planning processes as described in OMB Circular A-11. Providing strategic and tactical advisory services to improve the efficacy of the Agency's CPIC process. Making recommendations for improvements to project and portfolio management policies, procedures, and processes. Reviewing and updating Agency CPIC guidance in response to changes from OMB and other oversight bodies. Required (Minimum Necessary) Qualifications Candidate must be eligible for Public Trust clearance.
Education and Experience:
Bachelor's degree in Technology Management, Information Systems, Finance, or a related technical discipline, or an equivalent combination of education, technical certifications or training, and work experience. Minimum of 10 years performing CPIC and/or IT Portfolio Management planning and analysis activities for a federal client. Experience supporting the development of Capital Planning and Investment Control (CPIC) and/or IT Portfolio management processes, analysis, and providing related strategic analysis and guidance.
Skills and Knowledge:
Understanding of the development and role of organizational strategy, enterprise architectures, and program/project management. Familiarity with business case analysis and how they inform IT investment decisions using and implementing CPIC and Technology Business Management (TBM). Experience with Project & Portfolio Delivery, leading major high-profile portfolios within agreed parameters of time and cost. Proficiency in developing dashboards and reports with accurate financial data, including trend analysis, expenditures, and forecasting, supporting CPIC Phases development and implementation. Experience using technical tools for data consolidation and analysis for special programs, leading special projects, and producing metrics, measurements, and trend reports. Process-oriented, supporting process improvement initiatives with IT Portfolio performance and financial analysis.
Collaboration and Communication:
Ability to collaborate effectively with stakeholders to establish strong partnerships and deliver exceptional value. Critical thinking to identify process opportunities in the existing environment. Experience collaborating with various departments across the organization to provide value-add analytics and critical thinking on ad hoc projects.
Project Management and Communication Skills:
Ability to manage multiple tasks and deadlines with attention to detail. Strong written, verbal, and presentation skills. Experience preparing written materials for project leadership and client deliverables.
Additional Requirements:
Knowledge of Department-level CPIC processes. Experience in managing investments from a portfolio perspective.
