Full Job Description Position Overview We are seeking an experienced and strategic Senior Systems Analyst to support a large-scale data analytics program within a federal government environment. The ideal candidate will bring deep expertise in business systems analysis, human capital analytics, enterprise reporting, and dashboard development. This role requires strong collaboration skills, analytical thinking, and the ability to translate complex business requirements into actionable data and reporting solutions that support organizational decision-making. The Senior Systems Analyst will work closely with stakeholders, program leadership, technical teams, and end users to analyze business processes, improve data quality, and deliver innovative reporting and analytics capabilities across HR and personnel management platforms. The work environment will be a hybrid work environment. Position is contingent upon contract award. Key Responsibilities Analyze business and system requirements for enterprise data analytics and reporting initiatives. Collaborate with federal clients and stakeholders to identify business needs, operational challenges, and reporting requirements. Support human capital analytics initiatives by gathering, analyzing, and interpreting workforce and personnel data. Develop functional requirements, process flows, data mappings, and system documentation. Design, develop, and maintain dashboards, scorecards, and executive-level reporting solutions. Generate and manage reports using SharePoint, SAP products, OBIEE, personnel management systems, and related enterprise platforms. Support data management, governance, validation, and quality assurance activities across multiple systems. Provide analysis and recommendations to improve system functionality, reporting accuracy, and operational efficiency. Assist with integration and optimization of AI-enabled applications and analytics tools within business processes. Facilitate meetings, workshops, and requirements sessions with technical and non-technical stakeholders. Translate business requirements into technical specifications for developers, engineers, and reporting teams. Support testing, user acceptance activities, and implementation of system enhancements. Ensure compliance with federal standards, security requirements, and organizational policies. Prepare status reports, presentations, and documentation for program leadership and stakeholders. Required Qualifications Minimum of 8 years of experience as a Systems Analyst, Business Systems Analyst, or related analytical role. Experience supporting federal government programs and projects. Demonstrated experience consulting with clients in: Human capital analytics Data management HR systems and platforms Experience generating reports and analytics using: SharePoint SAP products OBIEE Personnel management systems AI applications and analytics tools Experience developing interactive dashboards and data visualization solutions. Strong understanding of data analysis, business process analysis, and systems integration. Experience gathering and documenting business and functional requirements. Ability to communicate effectively with executive leadership, technical teams, and business stakeholders. Strong analytical, organizational, and problem-solving skills. Experience working in Agile, hybrid, or traditional project environments. Must be able to obtain and attain a Public Trust clearance. Preferred Qualifications Experience supporting federal HR, workforce management, or personnel systems initiatives. Knowledge of data governance, data quality, and reporting best practices. Familiarity with enterprise analytics and visualization tools such as Power BI, Tableau, or similar platforms. Experience supporting AI-driven analytics or automation initiatives. PMP, CBAP, or related professional certification preferred. Bachelor's degree in Information Systems, Computer Science, Business Administration, Data Analytics, or related field.
