Primary Purpose The Systems and Operations Analyst is responsible for providing administrative functions to COCC's non-credit programs including Center for Business and Community Education (CB and CE), Small Business Development Center (SBDC), Adult Basic Skills (ABS), American Heart Association (AHA), Apprenticeship and other non-credit programs and end users. Administrative functions include developing, monitoring, improving, and implementing technology and system-related processes and meeting associated reporting, training and documentation needs in support of non-credit programs and related staff. Essential Duties and Responsibilities Systems and Operations Analysis Support, configure, and maintain student and customer information systems (e.g., Enrole, Banner, Qualtrics, FileMaker, Webforms, Tableau, and others) in support of noncredit programming. Serve as the functional analyst for assigned non-credit College software applications, including system configuration, workflow design, user access management, and annual software review in coordination with ITS. Analyze systems and identify process improvements, including: Implementing underutilized functionality and conducting testing to meet functional, performance, and quality requirements. Standardizing data management practices and workflows. Ensure data accuracy, integrity, security, and compliance across all supported systems; monitor data entry and troubleshoot operational issues; and amend procedures as needed to meet state education requirements. Research, analyze, and prepare data reports and ad hoc requests to support decision-making, compliance, and operational planning. Develop documentation and training materials, and provide training to staff and faculty on assigned systems and applications. Collaborate across College departments, vendors, and software partners to resolve complex system and business process issues, serving as a resourceful problem-solver and a reliable cross-functional partner in support of College-wide operational goals. Project and Knowledge Management Responsibilities Collaborate with the Assessment and Curriculum office, Institutional Effectiveness, ITS, and other COCC departments on non-credit curriculum, data collection and analysis, and process improvements. Respond to staff inquiries and provide guidance on non-credit program policies, procedures, and reporting requirements. Provide oversight and technical assistance for ad hoc and special projects as needed (e.g., department conference registration, non-credit training for local organizations, Noncredit Training Certificates). Maintain positive, customer-focused working relationships with CE, CFB, SBDC, ABS, AHA, apprenticeship, and other program staff and community partners by proactively sharing operational knowledge. Regularly communicate with the Instructional Outreach Dean and instructional leadership regarding project activities, status updates, and budget needs.

Perform routine office functions and other duties as assigned. Serve on college committees. The individual is expected to follow College work rules and policies. Skills in project management, including managing multiple projects at one time. Ability to research system processes to accomplish desired outcomes. Skills in resolving technical operational and system issues, revising forms and processes using computer software and recommending procedural changes. Knowledge of technology related systems and database software (such as Enrole, Banner, Qualtrics, Access, etc.), and/or other enterprise database systems. Ability to understand and implement college processes and legal issues. Ability to collaborate with CE and CBIPD staff, College staff, and community members. Ability to work independently and be a self-starter. Ability to handle interruptions while working under project deadlines. Ability to communicate effectively, both orally and in writing Ability to work collaboratively with and contribute to a diverse workplace through ideas or experience. Ergonomic Requirements Working hours are regular, per the established work schedule, and may include periodic evenings. Work is performed in an office, mostly sitting. Computer screen is used more than 50 percent of the time. All individuals are required to be able to perform the essential functions with or without reasonable accommodation. Minimum Requirements Bachelor's degree in Business, Education, Computer Systems, or related field. Two years' experience executing software and technology-related projects, including working with databases and conducting data analysis. Preferred Qualifications Experience Experience with BANNER, noncredit student information system, or other software and databases. Experience working with vendors and end users in supporting and configuring software applications. Experience with statewide course approval process.
