Job Description
The City of Lodi, Electric Utility Department, has entered an exciting era within the electric utility industry. We are seeking a motivated individual to help drive continuous improvement across our GIS Utility Network, OMS system, data historian, work order, and management processes. This role encourages creativity and ongoing system and software optimization to deliver an exceptional experience to our internal customers. The City of Lodi is home to 68,000 residents, ideally located adjacent to Highway 99 and I-5, 34 miles south of Sacramento, 10 miles north of Stockton and 90 miles east of San Francisco. DEFINITION
Under minimal supervision, performs specialized business process and technology support utilizing Electric Utility's various enterprise and other integrated technology solutions in the area of design, configuration, operation, maintenance and accessibility for all internal and external EU groups and customers.SUPERVISION EXERCISED AND RECEIVED
Receives general supervision from higher-level personnel. Designs and configures various enterprise technology solutions to support business units including, but not limited to: ESRI's geographic information systems (GIS), outage management systems (OMS), PI or similar data historians and AMR/AMI meter data systems; Performs a variety of advanced, complex, technical duties (attributes, spatial location, database structure and connectivity) related to the development and creation of digitized maps through a geographic information system (GIS) using ESRI ArcGIS Pro, interpret and reconcile technical engineering drawings (as-builts, schematics, dimensioning) to create the final legal as-built for EU; Performs quality checks on attributes, spatial location, database structure and connectivity or data received from construction crews; Creation and maintenance of connected network schematic generation in ESRI's ArcGIS Pro Utility Network; Create and update metadata and catalog GIS layers, including documenting work flow procedures for staff using GIS, both in the office and in the field; Support enterprise GIS data modeling and data capture initiatives as well as software functionality review using Microsoft Windows, iOS, and other operating systems and software; Demonstrated proficiency in the use of ESRI ArcGIS 10.0 or higher, ArcPro, ArcGIS Online, Survey123, Collector, Field Maps, AutoCAD, and Microsoft Office software applications; Buildout and expansion of PI data historian, or similar historian, with SCADA data as well as integration of data historian with GIS and other applications; Executes QA/QC on all enterprise technologies used by multiple business groups; Analyzes the need for modification and enhancement to existing enterprise applications by evaluating effectiveness of current technology; Provides continuous improvement to existing and new technologies from prior experience and by attending tradeshows and conferences; Understanding or willingness to learn and utilize existing and new technologies and equipment to create applications for internal and external customers; Creates documentation and procedures based on existing and new workflows; Establishes training needs and develops training materials conductors classroom and on-the-job training; Collaborates with multiple third-party vendors and consultants to enhance existing technologies and implement new or future features; Performs other duties related to the operation of the department and the city, including additional duties that enable the department and City to meet the diverse needs of its community.Knowledge of:
Enterprise application systems design, configuration, and functionality; Techniques and practices for resolving technical issues; Concepts of data modeling, scripting, report design, data maintenance and retrieval; Modern office methods including the operation of personal computers and standard office equipment; computer software, programs and applications related to word processing, spreadsheets, databases, and scheduling software; Research techniques, methods and procedures; Methods and techniques for training staff; Standard office practices and procedures.Ability to:
Explain complex and/or controversial policies, regulations, procedures and/or activities internally/externally; Evaluate and resolve technical issues; Perform a variety of office, sub professional work, and provide assistance to electric utility staff; Utilize a variety of advisory data and information such as technical studies, plans, specifications, staff reports, design standards and manuals, ordinances, assessor books, maps, invoices, computer manuals and non-routine correspondence; Communicate effectively both verbally and in writing; follow verbal and written directions; Prepare a variety of written reports, records, and correspondence; produce accurate and timely reports; Use effective decision making, results delivery, team building and staying current with relevant technology and innovation; Establish and maintain positive professional working relationships with co-workers, other City employees, outside agencies, and the public using principles of good customer service.EDUCATION AND EXPERIENCE

Education:
A Bachelor's degree from an accredited college or university with major course work in electrical engineering, computer science, business administration or related engineering or technology field.Experience:
Three years of relevant electric utility office or electric utility related fieldwork.LICENSES AND CERTIFICATES
Possession of a valid Driver's License (Class C) issued from the California Department of Motor VehiclesWORK/ENVIRONMENTAL CONDITIONS
Environmental Conditions:
Office and field environment; exposure to a variety of weather conditions; may be required to travel from site to site.Physical Conditions:
Essential and marginal functions may require maintaining physical condition necessary for sitting, standing, bending, stooping, and walking for prolonged periods of time; using various office equipment and handheld devices. EMPLOYMENT BENEFITS SALARY
