Job Description

The City of Riverside, Innovation and Technology Department (IT) is accepting applications for the position of
PRINCIPAL INNOVATION & TECHNOLOGY ANALYST - NETWORK TEMPORARY/EXTRA HELP
to fill one (1) vacancy in the Network Division. The eligibility list established may be used to fill the current and/or upcoming vacancies within this classification, including benefited, and part-time non-benefited positions, for up to six (6) months. Under general direction, the Principal Innovation and Technology Analyst is to perform a variety of complex professional, technical and analytical duties in the areas of programming, testing, troubleshooting, installation, implementation, documentation and maintenance of assigned systems, databases, programs and applications. The Principal Innovation and Technology Analyst is to act as a specialized project manager or act in a supervisory capacity over the Innovation & Technology Analysts and perform other duties as assigned. CalPERS retired annuitants will be considered for this position contingent upon meeting the minimum qualifications. Under the provisions of AB 1028, reinstatement is generally not required for retired annuitants working in temporary, limited-duration appointments within the established hourly limits (960 hours per fiscal year). CalPERS retired annuitants are encouraged to consult directly with CalPERS to understand how post-retirement employment may affect their benefits. Typical duties may include, but are not limited to, the following: Perform highly complex system analysis and consultation in the design, development, implementation, and maintenance of information systems, networks, servers, supporting hardware and software applications in a highly specialized technical area. Provide supervision over Innovation & Technology Analysts. Provide advanced technical assistance to system users in accordance with applicable information systems policies, procedures, methods and techniques. Evaluate, plan, implement and integrate new systems and current system upgrades. Review highly complex technical reports submitted by staff. Perform project management duties on specialized systems projects. Perform research, gather costing information, vendor quotes and recommend hardware and software based on current or new City standards. Develop and produce system documentation, instructional, procedural manuals and systems architectural design. Coordinate training for client users on assigned systems, applications, or other special projects. Work with administration and propose enhancements to improve services, policies, and procedures. Apply strong written and oral presentation skills when working directly with other Analysts or end users of varying technical ability and/or knowledge. Maintain effective and professional relationships with vendors and their technical support personnel. Provide on-call after hours support 24x7 as assigned. Provide scheduled after hours support for migrations, installations, troubleshooting and upgrades as assigned.
Option I Education:
Equivalent to a Bachelor's Degree in Computer Science, Information Systems, or closely related field.
Experience:
Five years of full-time work experience in computer science, information systems, voice/data communications, data center operations, database administration or a related field, of which two years were at the project management or supervisory level.
Option II Education:
Equivalent to an Associate's Degree in Computer Science, Information Systems, or closely related field.
Experience:
Seven years of full-time work experience in computer science, information systems, voice/data communications, data center operations, database administration or a related field, of which two years were at the project management or supervisory level.
Option III Education:
High School graduation or satisfactory equivalent (GED).
Experience:
Nine years of full-time work experience in computer science, information systems, voice/data communications, data center operations, database administration or a related field, of which two years were at the project management or supervisory level. Necessary Special Requirement When assigned to the Police Department, must be able to successfully pass an extensive police background.
Highly Desired Qualifications:
Strong experience supporting and improving WAN/LAN environments, including routing (BGP/OSPF), switching, VLANs, and overall network performance in large-scale systems. Working knowledge of network security technologies (firewalls, VPNs) and ability to support compliance efforts aligned with standards such as CJIS and NIST. Experience maintaining high availability through redundancy, load balancing, and disaster recovery practices to ensure reliable network operations. Ability to support and coordinate integration of network infrastructure with data centers, cloud platforms, and enterprise applications. Proven ability to lead or mentor technical staff, collaborate with cross-functional teams, and work effectively with vendors to deliver network solutions.
