Job Description

We are seeking an experienced Software Asset Management (SAM) Specialist / Business Analyst to support the DC Office of the Chief Technology Officer (OCTO). Organize and maintain accurate summaries of license entitlements across all DC Government agencies. Engage with Vendor Managers, Product Owners, Application Managers, and Engineers to collect, organize, and manage licensed software assets. Lead license reconciliation, entitlement/inventory scope definition, and present Final License Position Report Outs. Support analysis of new or modified software agreements and maintenance contracts; identify impacts to software counters. Support OCTO s ITAM project management activities and ensure all vendor agreement changes are accurately reflected in the SAM platform. Develop and maintain SAM process improvement documentation, standard operating procedures (SOPs), and procedural guides. Lead Adobe and similar software licensing consolidation, enhancement, and ongoing management strategies. Track and report each agency s IT service utilization costs versus actual HW/SW license, support, and contract renewal expenses. Oversee project portfolio management and budget planning activities related to software assets.
