The Citizen Developer - Program Design & Governance role is responsible for the design, governance, enforcement, and continuous improvement of the enterprise Citizen Development program. This position establishes and enforces standards, guardrails, and operating controls, proactively identifies and manages non‑compliance, and partner with stakeholders to ensure corrective actions are taken while enabling business‑led development to scale securely) and sustainably. This role has authority to block, remediate, restrict, or retire citizen-developed solutions that do not meet established standards, and to escalate unresolved risks through IT governance and risk management forums. What will you do? Design, implement, and govern the enterprise Citizen Development program, including operating models, standards, policies, guardrails, and maturity roadmap to enable safe and scalable business-led development. Define, monitor, and enforce governance, compliance, intake, approval, and lifecycle management controls for all citizen-developed applications, automations, and workflows, including proactive identification of non‑compliance, risk escalation, and coordination of remediation or decommissioning actions. Develop and oversee training, onboarding, certification, and enablement pathways for citizen developers; provide ongoing guidance, coaching, and solution oversight to ensure quality and compliance Partner with IT, Security, Risk, Architecture, Legal, and Privacy teams to define compliance requirements, resolve violations, approve exceptions where appropriate, and ensure enforcement actions align with enterprise risk tolerance. What do you need for this role? Associate's Degree required, with a major in Computer Science or related field. Bachelor's Degree preferred. Microsoft Power Platform PL-900, (Preferred) ITIL v4 Foundations, (Preferred) Microsoft Azure AI Fundamentals AI-900 (Preferred) 5+ years' experience leading or governing low‑code/no‑code, automation, or digital enablement programs 3+ years' experience designing, enforcing, or operating IT governance, compliance frameworks, or operating models in an enterprise environment Demonstrated experience managing policy adherence, non‑compliance remediation, and stakeholder conflict resolution in decentralized development models Ability to apply judgment and risk‑based decision making in ambiguous scenarios Comfort challenging business stakeholders constructively when standards are not met Experience balancing enablement with control in federated or business‑led technology models Ability to influence without direct management authority while maintaining firm governance boundaries Ability to design and document standards, governance models, and technical guidance Operational familiarity with Microsoft Power Platform, Microsoft CoPilot, ServiceNow App Engine, Microsoft 365, SharePoint, Teams, and cloud-based platforms Strong verbal, written, listening and presentation communication skills Strong organizational skills and attention to detail Excellent analytical and troubleshooting skills Strong interpersonal and teamwork skills Ability to work with employees at all levels of the organization Ability to adapt to a continually changing business and work environment and manage multiple priorities Demonstrated critical thinking and decision-making skills Continuous improvement mindset Self-motivated, highly professional and results-oriented Able to work flexible hours and be available for off-hours maintenance to critical systems as required Ability to adjust on time sensitive tasks Ability to provide excellent customer service without enabling poor customer behavior What's In It forYou:
