This position is located in the Applications and Data Management Section. Req. 222146 The Office of Technology Services (OTS) aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within the Executive Branch Departments. The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff. This is an Advanced level IT position in the Office of Technology Services (OTS), Application and Data Management (AppDM) Health and serves as Louisiana Medicaid Eligibility Determination System (LaMEDS) Batch Team member. The incumbent is responsible for supporting and maintaining the LaMEDS system. This position will utilize tools such as IBM Workload Scheduler, Pentaho, JIRA, and SharePoint. The incumbent will provide technical advice to developers and analysts. The Division of Administration is the state government's management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following: Overseeing the state's capital construction program Working to provide state and federal grants for community development Development of the state budget Providing technology services Giving agencies guidance in the state purchasing and contracting process as they seek goods and services Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes Minimum Qualifications Two years of experience in information technology; OR Six years of full-time work experience in any field; OR An associate's degree in information technology; OR A bachelor's degree.
EXPERIENCE SUBSTITUTION
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles. Job Duties and Other Information Job Duties:
Supports daily LaMEDS User Acceptance Testing (UAT) activities and the mission-critical, nightly production batch cycle. Coordinate with contractors, Louisiana Department of Health (LDH) and other users on the appropriate technical and systems resources to complete the maintenance tasks related to the software tools and system components. Satisfy requests to setup new IWS batch jobs and to complete special weekend runs. Review and signoff on batch playbooks for accuracy; validate and execute steps in batch run books. Conduct quality assurance reviews of LaMEDS by monitoring systems and interacting with AppDM Health management and LDH management. Conduct reviews of proposed system changes to ensure that the most effective designs are utilized. Analyze needs and answers questions regarding policies, standards, procedures or guidelines. Make recommendations regarding proper application and usage of policies, standards, and procedures. Performs advanced technical support and analysis in support of the LaMEDS system. Review and provide feedback on deliverables, technical documents, project plans, issues, risks, change requests and bugs. Participate in Knowledge Transfer sessions. Consult with contractors and other technical resources on batch processing failures and procedures. Troubleshoot and implement applicable solutions to address system function and performance issues. Provides technical and analytical services for effective use of systems development methodology for information technology in assigned program area or support section. Modify database tables to meet requested coding changes. Coordinate highly complex LaMEDS system and environment changes. Performs all other tasks, special projects, analysis, studies, and plans as directed.

Appointment Type:
This vacancy may be filled by job appointment, which is temporary in nature not to exceed 48 months. If filled as a job appointment, the position may be converted to a probational appointment provided a vacant position becomes available and funding is available.
