DEFINITION OF RESPONSIBILITY
: Under general supervision, identifies and specifies business requirements, resources and processes for a sub-system or major system modification. Uses advanced analytical tools and methods to analyze and streamline business processes. Conducts business requirements reviews and independently formulates logical statements of business requirements.
EXAMPLES OF ESSENTIAL DUTIES
: Develops functional/non-functional system requirements using documented business requirements. Works with development staff and/or vendor staff to create prototype designs for medium-risk projects. Creates detailed unit/system testing scripts based on functional requirements. Works with QA staff to facilitates user acceptance testing processes as required. Assesses and develops recommendations for process improvements and technology solutions in County agencies. Conducts in-depth analysis of County systems, operations, and procedures through interviews with Agency representatives and the review of existing policy and procedure documents. Captures, consolidates, and communicates information from the Subject Matter Experts (SMEs) and vendors to the rest of the team. Translates client requirements into highly specific functional/non-functional requirements documents. Assesses business opportunities, defines problems and identifies business solutions. Responsible for the high-level design and integration of software development by effectively partnering with business users, project managers and application developers. Will analyze existing business processes and data flows to develop system designs, delivery roadmaps and integrations to other systems. Generally, demonstrate knowledge of application systems in area of responsibility to identify, evaluate and define impacts of changes. Demonstrate knowledge in diverse project management methodologies, including Waterfall, Agile, Lean and Scrum. Identifies opportunities for increasing business/technical process efficiencies through the application of technology. Confers with County agencies and provides advice, consultation, and technical assistance throughout project implementation. Provides quality customer service. Participates in user training or often conducts the training when needed. (

Qualifications Education, Training, and Experience :
Experience:
Possession of a high school diploma or appropriate equivalent, PLUS at least ten (10) years of experience in business or systems analysis, OR a bachelor's degree PLUS at least five (5) years' experience in business or systems analysis. Additional experience as described in the examples of essential duties may be substituted on a year-to-year basis, up to a maximum of four years, for the required education. Certification as a Certified Business Analyst Professional (CBAP) from the International Institute of Business Analysis (IIBA) may be substituted for two years of required experience. Demonstrated experience in systems analysis, change management, project management, program analysis or a closely related field preferred. Recent engagement with a government entity preferred. Proof of Licenses, Certifications and Education Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant's major field of study. Copies and unofficial transcripts are acceptable.
