Job Description

The Operations Business Information Office in County Administration is seeking an IT Technical Analyst II with experience in daily support of complex business systems, who will contribute to modernization initiatives, and operate effectively across multiple technical disciplines. Location and hours:
This position is hybrid and will be performed on-site at 625 South 4th Avenue, Minneapolis, MN 55487, at county buildings within Hennepin County, and remote as job duties require. Work hours will be Monday through Friday, 8 a.m. - 4:30 p.m., along with after-hours on-call support. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin. New Employee Orientation (NEO) for all new benefit-earning employees is in-person in downtown Minneapolis. Details about NEO will be provided upon hire.
About the position type:
This is a full-time, benefit earning position. This position is internally classified as an IT Analyst II - Technical Analyst. Click here to view the job classification specification. In this position, you will: Provide on-site and remote hardware and software technical support. Work within Azure DevOps (ADO) environments, including managing pipelines, repositories, and work item tracking. Be responsible for building out and sustaining advanced monitoring solutions, performing database defragmentation, and implementing index automation routines. Write and maintain PowerShell scripts for automation, system administration, and task scheduling. Administer and manage SQL databases, including writing scripts, executing queries, managing database maintenance plans, performing index management, and supporting defragmentation routines. Review and understand code written by other developers and vendors; participate in code reviews to ensure quality and adherence to standards. Learn and apply new programming concepts and scripting techniques as required by evolving business solutions. Develop and document technical support specifications. Provide on-call support for critical business life-safety technology incidents.
Need to have:
One of the following: Four years or more of IT experience. Associate/vocational/technical degree in computer science, management information systems (MIS), information technology or an approved information technology field related to the position and two years or more of IT experience. Completion of five college/vocational technical technology courses or c ompletion of an approved IT Hennepin County internship and two years or more of IT experience. Bachelor's degree or higher in computer science, management information systems (MIS), information technology or an approved information technology field related to the position. Certification in or ability to obtain certification in ITIL Foundations within 6 months of hire.
Nice to have:
Experience supporting and administering complex technologies with multiple integrations, physical controllers, panels, and devices.
Experience with:
SaaS solution support. Active Directory administration. Technical documentation management. Azure DevOps (ADO) that includes working with boards, pipelines, repos, and release management. Designing, consuming, and troubleshooting REST APIs and web service integrations. Writing PowerShell scripts for automation, configuration management, and administrative tasks. SQL database scripting, management, and optimization including stored procedures, maintenance plans, index tuning, and defragmentation. SharePoint administration that includes site creation, permissions, content types, and end-user support. Reading, understanding, and participating in code review processes across multiple languages or platforms.
Ability to:
Establish and maintain effective working relationships with customers, vendors, and IT staff. Create documents and processes that communicate complex technical information at an appropriate level specific to the audience. Prioritize work demands. Communicate technical information to non-technical staff. Learn and adapt to new technologies, tools, and platforms as the environment evolves. Effective verbal and written communication skills, including interpersonal skills with a focus on customer service and building collaborative relationships across all levels of business and technical staff.
