The client will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s). Reviews, analyzes, and evaluates business systems and user needs. Formulates systems to parallel overall business strategies. Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective. Familiar with industry standard business process mapping, and reengineering. Prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc. Writes detailed description of user needs, program functions, and steps required to develop or modify computer programs. PM / Business Analyst Legacy to Web Application Modernization Role Summary Under the direction of the IT Applications Director, the PM/Business Analyst (PM/BA) will support modernization initiatives by leading and executing business and technical analysis activities for the conversion of legacy applications to modern, web-based solutions. This staff augmentation role works closely with technical teams, stakeholders, and subject matter experts to plan, analyze, document, and validate system requirements. The PM/BA will leverage strong knowledge of .NET technologies and SQL-based systems to translate existing functionality into clear, actionable requirements that support web application development. This position operates with limited supervision and requires the ability to work independently while coordinating across multiple technical and business teams. Key Responsibilities Develop, manage, and execute requirements and analysis activities supporting the conversion of legacy applications to modern web-based platforms using .NET technologies. Analyze existing legacy system functionality, databases, and workflows to document current-state processes and system behavior. Elicit, document, and validate business, functional, and non-functional requirements for web-based application development. Perform gap analysis between current legacy systems and desired future-state web solutions, identifying functional, technical, and compliance gaps. Collaborate with developers, architects, and database teams to ensure accurate translation of requirements into .NET and SQL-based solutions. Support project planning activities, including task tracking, milestone reporting, issue identification, and risk escalation. Facilitate stakeholder meetings, requirements reviews, and walkthroughs to obtain consensus and formal sign-off. Provide ongoing support to development and testing teams by clarifying requirements and validating implemented functionality. Communicate project status, risks, and dependencies to leadership and stakeholders. Perform other related duties as assigned. Skills/Requirements Skill Required Years Experience in Legacy system analysis and modernization strategies. Required 12 Experience in Software Development Lifecycle (SDLC), particularly for web-based application development. Required 12 Experience in gathering requirements elicitation and documentation (business, functional, and technical). Required 12 Experience in translating legacy application behavior into modern web-based system requirements. Required 12 Experience in Stakeholder facilitation, communication, and consensus building, Project coordination and task tracking. Required 12 Knowledge of analyzing SQL-based data models and system integrations. Required 12 Reviewing system workflows and identifying modernization opportunities. Required 12 Written, verbal, and presentation communication. Required 12 Create clear, complete, and testable requirements documentation. Required 12 Work effectively with cross-functional technical and business teams. Required 12 Identify system and compliance gaps and propose feasible solutions. Required 12 Adapt to evolving technical requirements and modernization complexities. Required 12 Maintain productive working relationships in a fast-paced project environment. Required 12 experience in business analysis or PM/BA roles. Preferred 12 Demonstrated experience converting legacy applications to web-based solutions. Preferred 8 Hands-on experience working with .NET development teams and SQL databases. Preferred 8 Experience with project management methodologies. Preferred 8 Bachelor's degree in business, Computer Science, Information Systems, or a related field. Preferred 4 Experience supporting large-scale IT systems within government or regulated environments Preferred 4 PMP,PMI-PBA, CBAP, or similar certification preferred. Preferred 4
