Position Overview:
The TechSolutions Program Technical Specialist provides advanced technical analysis and operational insight to support the ONR Global Director of TechSolutions. This role evaluates prototype technology proposals submitted by Fleet and Force operators, conducts rapid technical assessments, and helps the government determine the technical merit, feasibility, and maturity of proposed solutions. The Specialist engages directly with warfighters, ONR Program Officers, NR DE developers, and acquisition stakeholders to validate operational needs, quantify technology maturity, and support prototype transition pathways. The position requires strong analytical judgment, technical communication skills, and the ability to represent the TechSolutions Program in high‑visibility engagements.
Key Responsibilities:
Technology Request Validation — Recommend validation steps to mathematically quantify the value of new Fleet/Force technology requests; coordinate with ONR Program Officers, SMEs, Science Advisors, and NR DE developers to assess the state of requested technologies. Rapid Technical Assessment — Conduct technical analysis within five business days to determine whether a solution exists, is emerging, or requires new development. Operational Need Confirmation — Schedule and execute meetings within five business days to brief warfighters and stakeholders on technology maturity and validate operational need. Technology Maturity Quantification — Provide mathematical analysis to quantify technology maturity across commercial and government providers. NR DE Research Alignment — Conduct technical inquiries with NR DE developers, ONR Program Officers, MILDEPs, and other ONR Codes to identify existing research or development relevant to TechSolutions requirements. Proposal & White Paper Evaluation — Analyze proposals and whitepapers to mathematically validate research claims and technical feasibility. Stakeholder Coordination — Collect verbal and written evaluations from ONR SMEs; document technical stakes and post data to the TechSolutions online portal. Proposal Distribution — Distribute whitepapers/proposals to evaluation team members within one business day of solicitation closure. Technical Communications & Reporting — Draft award summaries for the TechSolutions blog; update weekly with technical highlights, achievements, and transition stories. Project Report Oversight — Evaluate Project Reports for deficiencies; coordinate with PIs to correct missing or inaccurate information; ensure current reports are posted to ONR HQ shared drives and the TechSolutions portal. Monthly Technical Reporting — Collect, review, and distribute Monthly Technical Reports ensuring accuracy and schedule alignment. Warfighter Outreach Support — Coordinate with ONR Reserve Component, ONR Command Master Chief, and TechSolutions team to document outreach plans and engagement outcomes. Strategic Guidance Research — Analyze Navy and Marine Corps strategic guidance to validate alignment of TechSolutions topics with operational priorities. Program Representation — Represent the TechSolutions Program at Program Officer Portfolio Reviews and Technical Exchange Sessions.
Required Qualifications:
Bachelor's degree in Engineering, Physics, Mathematics, Operations Research, or related technical field. 10+ years of S&T development experience supporting DoD, Navy, or Marine Corps programs. Experience evaluating prototype technologies or conducting technical assessments in a defense environment. Strong analytical and mathematical skills to quantify technology maturity and validate research claims. Experience engaging with warfighters , technical developers, and acquisition stakeholders. Excellent technical communication skills for briefings, reports, and stakeholder coordination. Active
TOP SECRET
clearance required.
Preferred Qualifications:
Experience with ONR, NR DE, or Naval S&T portfolios. Familiarity with prototype development cycles and transition pathways. Experience with technology maturity assessments (e.g., TRL evaluation). Experience coordinating multi‑stakeholder technical reviews. Prior fleet or Marine Corps operational experience strongly preferred.
Physical Demands:
While performing the duties of the job, the incumbent will be exposed to normal demands associated with an office environment. Ability to work on a computer for long periods, and communicate with individuals by telephone, email, and face to face. This position requires the incumbent to have the ability to stand, walk, sit, use hands to finger, handle or feel objects, tools, or controls, reach with hands and arms, talk, and hear. The employee must be able to lift and/or move up to 50 pounds. Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust and focus.
