ABOUT THIS POSITION
The City of Phoenix Information Technology Services Department (ITS) provides enterprise-wide IT and supports departments' business solutions. Our business is in the City of Phoenix, which means the work our IT professionals do helps to improve lives of residents, businesses, and visitors to Phoenix! The Information Technology Services department is seeking a Communications Engineer to join the Telecommunications Infrastructure team. The Communication Engineer is responsible for engineering and maintenance activities for the City's enterprise communications network, which include design, implementation, configuration, and advanced support of the City's communication cabling infrastructure. This role performs advanced technical analysis and evaluation of network hardware, manage carriers and projects, support programs, and manage vendors to successfully support the City's extensive fiber optic and copper networks. This role requires individuals experienced in the design, installation, and administration of outside plant (OSP) and inside plant (ISP) Layer 1 infrastructure environments. The Communication Engineer will also perform technical analysis and evaluation of LAN/WAN environments; telecommunications; wireless and RF communications; datacenter; or other networks.
Additional duties and responsibilities include:
Managing large communications projects including preparing and reviewing detailed final construction plans for specifications, special conditions, agreements, and instructions. Reviewing final plans, specifications, projects scope of work, special conditions, and agreements. Directing and inspecting the work of contractors and crews. Overseeing the City's fiber optic backbone within the public right of way. Coordinating utility conflict resolution and partnership collaboration during system planned improvements and unplanned connectivity issues. Creating intergovernmental agreements with specific language to address infrastructure partnerships/relationships for installation and maintenance within jurisdictional right of way. Managing and maintaining emergency restoration of the City's right of way underground communications utility. Administering infrastructure asset management data within SAP PM and ESRI ArcGIS platforms. Executing other responsibilities as requested by leadership.
Please note:
This position is not eligible for remote work and requires full-time onsite and field-based presence. This position requires participation in an on-call rotation, and overtime support which may include nights, weekends, evenings, early mornings, and holidays as operational needs arise.
IDEAL CANDIDATE
Knowledge of:
Information technology equipment and devices such as switches, network cable, etc. Right-of-Way (ROW) permitting and processes. Ability to navigate and utilize asset inventory management systems in ESRI, ArcGIS, and SAP software. Strong analytical and problem-solving abilities, with the capacity to evaluate complex communication systems and infrastructure. High attention to detail, especially when managing technical specifications, asset inventories, and system documentation. Effective leadership skills, with the ability to guide and support technical staff in a large-scale operational environment. Excellent communication and collaboration abilities when working with cross-functional teams, vendors, and stakeholders. Strong organizational and project-management skills, with ability to prioritize tasks and manage multiple technical initiatives simultaneously. Proficient in interpreting engineering standards, industry best practices, and regulatory requirements. Adaptability and willingness to stay current on emerging communication technologies and tools. Demonstrated ability to work independently and exercise sound judgment in technical and operational decision making.
SALARY Pay Range:
$80,454.40 to $113,193.60/annually.
Hiring Range:
$80,454.40 to $102,668.80/annually.

Promotions occur when the last two digits of the pay grade increase. Demotions occur when the last two digits of the pay grade decrease. MINIMUM QUALIFICATIONS
Three years of professional electrical, electronic, or communications engineering, or security systems experience involving the design, installation, service and maintenance of electronic security or communications systems and equipment. Bachelor's degree in electrical, electronic, or communications engineering, or related field. Other combinations of experience and education that meet the minimum requirements may be substituted. All finalists for positions are subject to a criminal background check applicable to the department or position. This position is subject to Criminal Justice Information Systems (CJIS) background standards. Working Requirements and Conditions:
Participation in On-Call rotation. Working irregular hours, second and/or third shifts, weekends, holidays, overtime, and evenings may be required. Accessing confined spaces such as medium and large sized underground maintenance vaults. Working outside in a variety of environmental extremes such as heat, cold, rain, air pollution, and dust. Walking for prolonged periods which may include walking over rough, uneven, or rocky surfaces. Working on city streets near vehicular traffic. Ability to move heavy objects (50 pounds or more) such as maintenance vault covers, cable spools, and equipment for long distances (more than 20 feet).
PREFERRED QUALIFICATIONS
The minimum qualifications listed above, plus: Three years of professional experience designing, developing, and maintaining specifications for current and future City communication systems, datacenter environments, and communication inside plant (ISP) and outside plant (OSP) pathways and spaces. (Registered Communications Distribution Designer) certification or successful completions of the BICSI Project Management Course.
Experience in/with:
Designing and supporting communication inside plant (ISP) and outside plant (OSP) infrastructure, including datacenters using TIA (Telecommunications Industry Association) and BICSI (Building Industry Consulting Service International) standards. Providing/managing 24/7 support for critical systems. Utilizing standard CAD, Bluebeam, ESRI ArcGIS and database software packages.
