EDUCATION AND EXPERIENCE
: Bachelor's Degree from an accredited four-year college or university and five years related experience and/or training; or ten years of experience Five years of experience in a senior or supervisory position Eight years of experience with applicable programming language High School Diplomas and college/university degrees must be obtained from an accredited program or university approved by the United States Department of Education and the Texas Education Agency.
PRIMARY PURPOSE SUMMARY
: Direct and coordinates communication with internal departments and external agencies to determine District application, reporting, and data needs. Leads and actively participates in the analysis, design, coding, implementation, and support of complex web applications, data systems, and ERP platforms. Ensures the reliability, continuity, and effectiveness of the District's ERP and data warehouse systems while maximizing the utilization of District personnel and information resources.
ESSENTIAL REQUIREMENTS AND RESPONSIBILITIES
1. Provide overall leadership, direction, and vision for District web applications, data warehousing, reporting, and ERP support activities. 2. Supervise the Systems Analysts team by assigning work, training, evaluating performance, setting priorities, and establishing deadlines to ensure high-quality deliverables. 3. Develop workable team procedures that promote collaboration, accountability, and effectiveness. 4. Work collaboratively with the Executive Director of Management Information Services to establish improvement goals, action plans, and service priorities. 5. Analyze, design, develop, code, and implement web-based applications, automated systems, and data structures to meet the needs of students, administrators, and campus personnel. 6. Coordinate ERP enhancements, upgrades, troubleshooting, integrations, and ongoing system support; serve as backup support when necessary to ensure seamless system coordination. 7. Evaluate the District's operational and instructional environments to identify opportunities to streamline procedures, optimize existing systems, and reduce technical debt. 8. Prioritize incoming user requests based on organizational impact, urgency, complexity, and available resources. 9. Design, maintain, and utilize appropriate information management systems to support required state-mandated reporting and District improvement goals. 10. Analyze data to provide comprehensive reports identifying student academic needs, special program performance, testing outcomes, and instructional effectiveness. 11. Identify and highlight individuals, campuses, and programs that demonstrate excellence through data analysis. 12. Write technical specifications and detailed instructions to assist documentation specialists in preparing user documentation. 13. Demonstrate software applications and instruct training coordinators, help desk staff, and end-users on proper system utilization. 14. Work directly with users to determine functional requirements for new applications and system enhancements. 15. Maintain a basic knowledge of District curricula and instructional strategies to better understand the impact of information systems on teachers, students, and campus performance. 16. Stay current with research, regulations, best practices, and trends related to application development, data management, reporting, and ERP systems. 17. Strive to understand the full scope, interdependencies, and long term impact of complex enterprise software systems 18. Make independent, objective decisions based on thorough research, analysis, and sound professional judgment with minimal supervision. 19. Comprehend and respond effectively to oral and written communication from internal departments and external agencies. 20. Maintain strict confidentiality of all District information and data. 21. Occasionally required to drive personal vehicles in the performance of assigned tasks. 22. Reports to work on time every day. 23. Performs additional duties and accepts other responsibilities as may be assigned.
QUALIFICATION REQUIREMENTS
• Proficient in Structured Query Language (SQL) Strong project management skills with effective results within an information systems environment Strong written and verbal communication skills Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations Ability to write reports, business correspondence, and procedure manuals Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public Valid Texas Driver's License with a driving record that meets the requirements of the District
PHYSICAL DEMANDS
While performing the duties of this job, the employee is regularly required to sit; use hands to finger, handle, or feel; and talk or hear. The employee is occasionally required to walk and reach with hands and arms. The employee must occasionally lift and/or move up to 10 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. The employee is occasionally required to drive personal vehicle in the performance of assigned tasks.
WORK ENVIRONMENT
While performing the duties of this job, the employee is occasionally exposed to risk of electrical shock.
