Job Description
Summary This position is located in the Health Administration Service (HAS) of the Boise VA Healthcare System and works under the Beneficiary Travel Section. The Veterans Transportation Program/Beneficiary Travel (VTS/BT) administers beneficiary travel program benefits to Veterans who meet eligibility criteria. The incumbent reviews, adjudicates, and authorizes claims for costs incurred while traveling from their home to VA medical appointments. Responsibilities Major duties include, but are not limited to: Provides transportation at Government expense to beneficiaries and their attendants traveling to and from VA facilities and other places for the purpose of examination, treatment or care. Correctly determines eligibility for the program and processes requests. Correctly determines which of several fund control points to utilize, obligating funds, maintaining manual and electronic accounting records, performing regular reconciliations and adjusting account balances. Contacts approving official to authorize obligations and requests for additions, deductions, and/or movement of funds. Makes necessary changes to fund control points. Responsible for determining method of payment for authorized and unauthorized ambulance claims submitted for consideration. Receives invoices for payment of transportation services. Investigates authorizations, orders, and/or utilizes the Computerized Patient Record System (CPRS) to review medical records. Responsible for forwarding all invoices certified for payment to Financial Management Service (FMS) for processing. Writes or selects appropriate letters explaining disposition of unauthorized travel claims. Responsible for explaining regulations and guidelines to beneficiaries for submitting any unauthorized ambulance claims to the VA Medical Center for consideration of payment. Corresponds with contracting officer regarding technical problems or negotiation of contractual agreement. Responsible for balancing, reconciling, and adjusting invoices for payment. Documents and prepares account synopsis for contracting officials quarterly to justify yearly ambulance contractual compliance. Maintains and controls filing system in accordance with VA regulations. Arranges all modes of transportation via air ambulance, commercial air, taxi, ambulance, bus, and/or contracted transport services. Once claims have been processed incumbent will properly file claim according to unit SOP. Performs other related duties as assigned.

Qualifications To qualify for this position, applicants must meet time-in-grade requirements and specialized experience within 30 days of the closing date of this announcement, 05/20/2026.Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.Note:

You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Arranging modes of transportation via air ambulance, commercial air, taxi, ambulance, bus and/or independent transports; Determining eligibility for beneficiary travel; Preparing fund control reports; Reviewing invoices for payment of transportation services and submitting documents for payment; Determining methods of payment for authorized and unauthorized claims; Communicating effectively with internal and external customers.Note:
Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. .Physical requirements:
The work is sedentary in nature. The work requires no special physical demands, but will require some physical effort such as standing, walking, bending, or sitting. The work is performed in an office. There may be some walking; standing; bending; and carrying of light items such as papers, books, or small parts. The incumbent may be susceptible to eyestrain from working long hours on the computer.
