Job Description

  • The Transportation Engineer in this position reports to the District Nine Design and Development Office in Greenbrier County.
The selected employee performs engineering work in the planning, design, construction, maintenance, and operation of highways and their attendant facilities and structures. Work is performed within a defined framework of policy, but the incumbent independently makes engineering decisions within that framework and may make or assist in making broad decisions in setting objectives and goals. Positions within this classification may function as Assistant Engineering Director, Assistant District Engineer, or Regional Engineer. Performs related duties as required. Pay Grade 23 T0197E
  • Supervises section activities and personnel in engineering and non-engineering areas
  • Visits projects and makes on-site engineering decisions
  • Train and evaluate personnel to ensure quality work
  • Plans, schedules, and coordinates the activities of subordinate personnel
  • Reviews ongoing work at major decision points concerning problems or alternatives under consideration at that time
  • Investigates and responds to citizen complaints or requests
  • Represent the Department at internal and external meetings
  • Serves as a senior level with recognized expertise which may include papers and/or credits published in nationally recognized transportation literature; presentations to national, regional or State professional groups, active membership in recognized national organizations or professional groups dealing with transportation engineering or other demonstrated expertise in a transportation engineering specialty such as concrete, steel, bituminous materials, environmental measurements, geotechnical evaluations, instrumental analysis, computer application, structural analysis, electronics, metallography, corrosion, welding and mathematical analysis, transportation systems analysis, route location, project evaluation, transportation planning, design, pavement, hydraulics, and other related fields • Travel may be required; therefore, a valid driver's license is required • Knowledge of the current principles, methods, and practices of civil engineering, including registration as a professional engineer • Knowledge and understanding of internal policies, procedures and practices of the Department • Knowledge of engineering research techniques.
  • Ability to supervise and plan, organize, direct, and coordinate the activities of professional engineering staff
  • Ability to establish effective working relationships with districts, divisions, industry, governmental units, public interest groups, and individuals
  • Ability to communicate effectively both orally and in writing
  • Ability to conduct successful applied research in a specialized branch of transportation engineering
  • Ability to write professional quality papers, reports, research studies, and projects
REQUIRED TRAINING/EDUCATION
Current license as a registered professional engineer in West Virginia. No substitutions.
REQUIRED EXPERIENCE
Six (6) years of highway engineering experience involving the design, construction, or maintenance of highways. Substitution #1: Master of Science degree in civil engineering from a regionally accredited college or university may be substituted for one (1) year of the required experience. OR Substitution #2: Non-highway engineering experience may be substituted for the highway engineering experience at the rate of two (2) years of general experience for one (1) year of highway-related experience.
Note:
Experience must have been acquired after the obtainment of the bachelor's degree but may have occurred before or after registration as a professional engineer.
