Work requires the performance of hazardous tasks under emergency conditions which may involve extreme physical exertion. Employees are responsible for the operation of automotive fire apparatus in responding to alarms in such a manner as to ensure the timely and safe delivery of equipment and personnel to the fire scene. Employees are also responsible for administering first aid or emergency medical care. Work is performed under limited supervision. The employee works within the scope of established Fire Rescue Department rules, regulations and procedures, however, is expected to exercise considerable judgment and initiative in emergency situations. Reports to a Lieutenant. Essential Functions Performs routine station tasks to maintain unit's state of operational readiness, including but not limited to, daily inspecting/testing of equipment, supplies assigned, stocking inventory of materials and supplies, inspecting personal protective equipment, participating in on-going training on equipment/apparatus, participating in pre­ fire planning and station operational drills, repairing and maintaining equipment/apparatus, maintaining physical conditioning, maintaining geographical/structural/highway awareness of station assignment area, maintaining facilities and living quarters. Performs fire prevention activities, and fire control and suppression tasks in both structural and non-structural incidents including, but not limited to, pre-incident planning, inspecting fire hydrants, establishing fire hydrant/hose connections, assisting in scene perimeter security, extinguishing and containing fires with proper agents, entering structures to protect life and property, entering confined spaces, climbing ground and aerial ladders, operating fire and rescue apparatus, and participating in post-incident decontamination, cleanup and salvage. Responds to fire alarms with a company of firefighters, drives and operates automotive fire apparatus to the fire scene, ensuring that warning devices are in operation when necessary and that all personnel on the automotive fire apparatus are appropriately restrained while it is in motion. Locates automotive fire apparatus in a position consistent with tactical conditions existing at fire scene, exercising care to avoid blocking streets to other apparatus. Operates all fire apparatus in a safe manner when responding to emergency and non-emergency situations and when involved in training exercises. Inspects the assigned automotive fire apparatus each morning to ensure that apparatus and equipment are in efficient operating condition and are ready to respond to alarms. Assists in the basic maintenance and repair of automotive fire apparatus. Performs emergency rescue operations in preserving life and property, including but not limited to, responding to 911 calls as part of a team/unit, extricating persons from entrapments, stabilizing victims for transport, administering basic and advanced cardio life support (BCLS/ACLS), administering cardio-pulmonary resuscitation(CPR),assessing extent of illness/injury and determining and implementing appropriate medical protocols, notifying appropriate medical receiving facility of patient condition, managing time constraints and conditions in expediting victim transports. Performs various administrative tasks including, but not limited to, documenting calls, preparing daily activity reports, data entry of incident reports, documenting patient conditions, quality assurance, and participating in post-incident analysis. Functions in a public relations and educational capacity, including but not limited to; providing fire safety information to the community, conducting presentations on fire services and emergency rescue operations, participating in demonstrations (i.e. blood pressure monitoring), installing smoke detectors, conducting station tours, and educating persons on health and safety. May function as acting company officer as assigned. Attends departmental training and participates in continuing education, reads manuals and journals, participates in drills to learn new and maintain fire and rescue skills. Testify in court or related proceedings when required to do so. Abides by all state and local driving laws. May assist with the inspection of premises for presence of fire hazards and fire safety violations. Participates in hydrant inspections, pre-fire planning and ensures SCBA bottles are filled. Adheres to all county and public health and safety guidelines and protocols; performs job functions in a safe manner and reports all safety hazards per established policies and procedures. Maintains quality communication and interaction with all County personnel, representatives and external organizations, and the public to maintain goodwill and to project a positive county image. Demonstrates behaviors that support the County and department's vision and values. Maintains on-call work availability as assigned, to prepare for, respond to, or recover from a hurricane, tropical weather event, or other emergency to meet the County's obligation to remain operational before, during, and after the event. Duties assigned may or may not be typical of the job and are contingent upon the needs of the County and the residents because of the event. Establishes and maintains effective working relationships with those interacted with during work regardless of race, color, religious creed, national origin, ancestry, sex, sexual orientation, gender identity, age, genetic information, disability, political affiliation, military service, or diverse cultural and linguistic backgrounds. Supervisory Responsibilities may be required to supervise assigned and/or unassigned firefighters when no officers are available.
Pay and bargaining status:
This is a non-exempt position pursuant to the Fair Labor Standards Act and is within the bargaining unit covered by the Flagler County BOCC and Local 4337, IAFF collective bargaining agreement. This position is paid on an hourly basis, issued weekly, and subject to overtime pay in accordance with the terms of the current collective bargaining agreement. May perform work in any aspect of fire service as necessary. These essential functions are not to be construed as a complete statement of all duties performed. All employees will be required to perform other job-related duties as required. Minimum Qualifications Must possess a valid high school diploma or equivalent. Must possess Florida Firefighter Certification. Must possess State of Florida Department of Health, Bureau of EMS Emergency Medical Technician (EMT) or Paramedic Certification. Must possess three years of service as a Firefighter/EMT or Firefighter/Paramedic with the Flagler County Fire Rescue Department. Must possess a valid state of Florida driver's license. Must possess a valid high school diploma or equivalent. Must possess Fire Service Hydraulics certification. Must possess Fire Apparatus Operations certification. Must possess current BLS provider card. Must possess current Advanced Cardiac Life Support (ACLS) card if Paramedic certified. Must possess
Bureau of Fire Standards and Training:
Pump Operator Certificate of Competency (or obtain within six (months of promotion.) Successful completion of Emergency Vehicle Operator Course(EVOC)perRule64J-1.013oftheFlorida Administrative Code. Must possess National Incident Management System (NIMS) ICS 100, 700, 200 and 800. National Incident Management System (NIMS) training will be required (and sponsored) according to job duties and responsibilities. Probationary employees not eligible. Physical Requirements Must meet physical requirements of the National Fire Protection Standard 1582, Standards on Comprehensive Occupational Medical Program for Fire Department. Performed frequently. Depending on functional area of assignment, tasks involve the regular and, at times, sustained performance of moderately physically demanding work and may require occasional lifting, carrying, pushing and/or pulling of heavy objects or materials (minimum 125 pounds) (State testing requires mannequins weighing a minimum of 125 lbs, 69A-37.060). Tasks that require moving objects of significant weight require the assistance of another person and/or use of proper techniques and moving equipment. Tasks involve climbing, stooping, kneeling, crouching, or crawling. Tasks may involve extended periods of time standing and/or walking. Physical strength and agility to perform prolonged and arduous work under adverse conditions when required. Environmental Requirements Tasks are regularly performed inside and/or outside with potential for exposure to adverse conditions, such as dirt, dust, pollen, odors, fumes and/or poor ventilation, wetness, humidity, rain, temperature, and noise extremes, machinery and/or moving vehicles, vibrations, electric currents, animals/wildlife, toxic/poisonous agents, gases or chemicals, oils and other cutting fluids, violence and/or disease, or pathogenic substances. Sensory Requirements Some tasks require manual dexterity, in addition to visual and hearing acuity. Some tasks may involve identifying and distinguishing colors. Some tasks require the ability to perceive and discriminate visual cues or signals. Some tasks require the ability to communicate orally and in writing.
