As a Foreman overseeing underground utility line installations, you take full ownership of job site performance—from crew management to safety compliance and project execution. You lead by example, work with integrity, and bring out the best in your team to deliver quality results on every job. This role serves as a key on-site compliance leader, responsible for ensuring adherence to company policies, federal and state labor laws, U.S. Department of Transportation (DOT)/Federal Motor Carrier Safety Administration (FMCSA) regulations, Occupational Safety and Health Administration (OSHA) standards, and Equal Employment Opportunity (EEO), Americans with Disabilities Act (ADA), and Affirmative Action Program requirements.

Compliance Responsibility This position is designated as a safety-sensitive role when operating or supervising Commercial Motor Vehicle (CMV) activities. The Foreman is responsible for both personal compliance and enforcement of
DOT/FMCSA
regulations across assigned crews. Responsibilities include, but are not limited to: Ensuring all applicable drivers meet FMCSA Driver Qualification requirements (49 CFR Part 391) Verifying compliance with DOT Drug & Alcohol regulations (49 CFR Part 382), including pre-employment, random, post-accident, and reasonable suspicion testing Monitoring and enforcing Hours of Service (HOS) requirements (49 CFR Part 395) and ensuring accurate log completion Confirming completion of pre-trip and post-trip inspections (DVIRs) and proper vehicle maintenance reporting Ensuring all drivers are compliant with the FMCSA Drug & Alcohol Clearinghouse, including required queries Immediately removing employees from safety-sensitive duties when required under DOT regulations Supporting accurate Driver Qualification Files (DQFs) and compliance documentation Ensuring all CDL drivers maintain valid licensure, medical certification, and required endorsements Enforcing company and federal safety policies to prevent accidents, injuries, and violations Failure to comply with
DOT/FMCSA
regulations may result in disciplinary action, up to and including removal from safety-sensitive duties or termination. Essential Functions & Responsibilities Lead daily field operations for underground utility projects, including water, sewer, gas, electric, and telecom installations Direct and supervise crews on equipment operation, trenching, backfilling, and site restoration Interpret construction plans, blueprints, and utility maps to ensure accurate and compliant installations Coordinate with project managers, inspectors, and utility locators to maintain project timelines Serve as the primary on-site compliance leader for DOT/FMCSA and OSHA requirements Enforce job site safety standards and company policies without exception Operate and oversee operation of construction equipment and Commercial Motor Vehicles (CMVs) in compliance with
DOT/FMCSA
regulations (including 49 CFR Parts 382, 391, and 395) Track materials, crew hours, and job progress; provide timely updates and solutions Maintain required documentation, including DOT logs, equipment inspections, and safety reports Train, coach, and mentor team members to support workforce development Maintain a clean, organized, and safe job site Uphold company values of accountability, respect, and craftsmanship Attend and complete required safety, OSHA, and compliance training Perform other duties as assigned Knowledge, Skills & Abilities Strong knowledge of OSHA safety standards and construction best practices Working knowledge of

Preferred:
OSHA 10/30
certification Trench safety or confined space certification Experience with GPS/GIS or digital field tracking systems Multi-utility experience (water, sewer, gas, electric, fiber) Minimum Qualifications High school diploma or GED 3+ years of underground utility experience, including at least 1 year in a leadership or Foreman role Strong knowledge of trench safety and underground utility installation practices Ability to read and interpret construction drawings and specifications Valid driver's license required; CDL Class A with air brakes preferred or obtainable within 90 days Ability to pass pre-employment screening, including drug testing and background check Ability to pass DOT physical examination (if applicable) Experience operating heavy equipment (excavators, trenchers, drills, etc.) Ability to lift 50+ lbs. and work in physically demanding conditions Willingness to work extended hours (50-60 hours/week in peak season) Ability to work in varying weather conditions Willingness to sign and comply with company confidentiality agreement Working Conditions & Physical Requirements Work is performed outdoors in varying weather conditions Frequent standing, walking, bending, lifting, and equipment operation Required use of Personal Protective Equipment (PPE) in accordance with OSHA Reasonable accommodations may be made for individuals with disabilities Equal Employment Opportunity & Compliance Statement Precision Underground Utilities LLC is an Equal Opportunity Employer.
