Job Description

Hennepin County Public Works is seeking a Principal Engineering Technician to join the Traffic Operations division within the Transportation Operations department. This position will work as part of a team to deliver roadway usage study data, studies, and analysis. Location and hours:
This position is hybrid and will be performed both on-site at the Public Works Facility, 1600 Prairie Drive, Medina, MN 55340 and remote, as job duties require. There is no public transportation to this facility. Work hours are flexible between 6 a.m. and 6 p.m., Monday through Friday. While this position is designated as hybrid, based on current requirements hires must live in or relocate to Minnesota or Wisconsin. New Employee Orientation (NEO) for all new benefit-earning employees is in-person in downtown Minneapolis. Details about NEO will be provided upon hire.
About the position type:
This is a full-time, benefit-earning position. This position is internally classified as an Engineering Technician, Principal. Click here to view the job classification specification. In this position, you will: Direct, train, and check the work of interns and ensure deadlines are met. Direct and perform tasks in the Transportation Data and Analysis team including deploying and managing traffic counting equipment in roadways and rights-of-way. Write and maintain Visual Basic for Applications (VBA) scripts to analyze data and create reports. Perform traffic engineering work and studies. Assist or lead project coordination efforts to include MnDOT, and other county departments. Develop and maintain expertise in the collection and reporting of data to MnDOT for the purpose of fulfilling State-Aid requirements. Support other technicians and engineers by collecting data needed for signal timing, road and bridge design, and safety improvements. Assist during development of federal and/or state required documents.
Need to have:
One of the following: Eight years of experience in technical non-professional highway, land survey, geographic information systems application, building and energy automation or related engineering work. Current Certified Survey Technician (CST) Level 4. Licensed Land Surveyor (LS), Geographic Information Systems Professional (GISP) Certification or Licensed Surveyor in Training (LSIT) may be substituted for 5 years of experience.
Note:
One of the following may be substituted for one year of the required experience: Completion of an approved highway/civil engineering technology, building automation systems/heating ventilation air conditioning or land surveying training program. 30 college semester credits or more in mathematics, geography, computer science or engineering-related technical courses. A valid driver's license and the ability to obtain a Hennepin County driver's permit .

Experience:
Collecting average daily traffic (ADT) counts with tube, radar or camera collection devices. Directing a work team and/or coordinating work with other peer teams or stakeholders. Utilizing complex computer software, such as ArcGIS, Synchro/Simtraffic, Streetlight, Visual Basic, spreadsheets, or developing data management and data processing tools. Reading and interpreting engineering design manuals, technical memorandums, construction plans, specifications, and other job-related forms. Maintaining data collection equipment or related electrical/mechanical equipment. Knowledge of the fundamentals of traffic engineering, civil engineering, engineering construction materials, equipment, and practices.
Ability to:
Maintain effective relationships with contractors, residents, and coworkers. Schedule, prioritize, and balance several tasks/projects. Work independently and in teams with minimal lead worker direction.
